Jack Arnold's 1959 satire on the idiocies of American foreign policy relates the tale of the minuscule Duchy of Grand Fenwick, which declares war on the United States in order to lose and receive foreign aid. Not as funny as the sequel directed by Richard Lester four years later, it is nevertheless nicely done and often hilarious.
