One thing that impacted the increase in the 2009 State Equalization Factor that you do not mention, is the decrease in all the of 2009 suburban township residential assessments.
When nearly all of the suburban residential properties received a lower assessed values (appeal or no appeal) this revenue has to be made up.
I think it is misleading to point to the property owners who have appealed as a primary reason that ones tax bill increased.
