Relying on friends in the government to impose a penalty for using a competitor's service is a low and obvious form of corruption. This editorial is interesting as it strains to offer an *ideological* justification, but the real story is a common on at both the city and state level: important political constituencies get favors doled out to them at the public's expense by corrupt politicians. By the way, nine of the 10 biggest cities in America have term limits. Chicago is the exception.
