First off, i'm all for community building and finding constructive ways to resolve conflicts.

This also can easily lead to a strong reduction in the need for police, which may happen on its own when lots of officers simply don't have any work left to do and thus the police staff is being reduced to meet the actual needs.

Abolishing the police completely though...i'm highly sceptical about that. There will always be people who try to cheat the system, who are not in the slightest interested in peace circles. They only see weakness and opportunities for exploitation. What are those communities going to do about that, when people don't want to engage in their solutions because their criminal behaviour is working well for them?
I can imagine community based solutions working among those who want to take part in them, but what do you do if people are not willing to take part, and are also willing to use violence to protect their interests? Is the community then going to bring out the torches and pitchforks? What's their solution for these cases?

There are many societies on earth that don't have a police force at all, or where it's very absent. Usually these places are not very pleasant to live, either ruled by local warlords or chaotic mob justice.
