After the infamous, crime-ridden Cabrini Green Projects were closed and demolished the criminal element afflicting that community had to go somewhere. So where did it go? It debouched to points further south, where it flourishes today.

Short of bulldozing most of Chicago south of Cicero you propose the mayor -- any -- should do what, precisely?

Interesting article.

Since purely defensive measures will ultimately fail to control the problem, how can a viable market for this fish (to control the population if nothing else) be created?

If human consumption of the meat is out (which seems to be the case, given the small yield per fish and the myriad problems butchering it) ... then, maybe, grind the carcass whole under high pressure to create:

(1) an ingredient for fish meal pellets that can be fed to farmed salmon;

(2) fish oil that can be blended into fish oil capsules;

(3) an ingredient blended into cat food (we might find the carp's taste disgusting but felis catus might find it delectable).

All three possibilities assume that the fish has a sufficiently high omega 3 / crude protein content to make it worthwhile and the animal isn't contaminated by heavy metals, petrochemical residues, PCBs, etc.
