As a former CPS librarian, I think it's worth noting that there really is a shortage of qualified, certified librarians *who are willing to work in CPS.* While there's a massive surplus of people with a graduate degree in library science, relatively few of them also have teaching certification - and most of us are not interested in working for CPS, which has terrible working conditions for librarians. His specific example of Payton is not uncommon - within individual schools librarians do get switched to traditional teaching positions - but from a system-wide perspective, there just aren't enough people.
