One more time. Using TIF money to shore up educational funds (pension or otherwise) is a no. Taxation is heavily regulated and you can't take (shouldn't take) funds from one pot to place into another. It screws up whatever little accountability there is.

Ironically, the state (Illinois) is trying to tinker with the allocation of state funds, and should that pass, Chicago sees a boost while other (suburban) districts go scrambling. There's no question that 36 kids/classroom is too much, but grabbing funds from a stack of cash to temporarily provide relief to a long term problem is not a good solution and there's no guarantee that the overcrowding problem gets solved.
