Tommy Lee Jones plays General Douglas MacArthur during the reconstruction of Japan, but most of the screen times goes to Matthew Fox as General Bonner Fellers, ordered by MacArthur to prepare a dossier for a possible war crimes prosecution of Emperor Hirohito. This fascinating historical tale—which turns on the political implications of hanging the divine emperor and encompasses Fellers's questioning of other high-ranking Japanese war criminals—is badly crowded by a bland love story, told mainly in flashbacks, that details the doomed romance between Fellers and a Japanese exchange student. Eriko Hatsune does her best as the delicate Asian flower, her part too underwritten to compete with the great questions of war and nation at stake in the postwar drama. Peter Webber directed a script by Vera Blasi and David Klass.
