The Canadians haven't made it easy to keep a bureau in their country ["The Great Uncovered North," Hot Type, April 20]. American newspapers that try to establish a bureau in Toronto--the most logical site--find that the Ontario provincial government has a little surprise: money sent to the bureau from the home newspaper is taxed as Canadian income, often at a rate of more than 50 percent.

So the cost of running a bureau essentially becomes more expensive than keeping a correspondent in, say, Chicago and flying into Canada as news warrants.

Since the bureaus have no actual revenue to offset the provincial and Canadian income taxes, the only solution is to leave.
