Philip, the county first denied that the searches took place, then tried to the minimize the extent of the practice. That's in addition to continuing the practice as they were denying it. Brilliant, indeed!

A "Bad Day for the Taxpayers?" you call it? It's ugly, but the Cook County Sheriif is an elected official, presumably elected by those very same taxpayers. Voter-pleasing "Get Tough on Crime" policies often lead to such abuses. That $55 million doesn't look so big in the context of 250,000 minor-crime suspects subjected to invasive strip-searches. Look up Sheriff Joe Arpaio for a more humorous take on law enforement malpractice and mischief.
