Here's Ben once again flogging the dead horse of a transaction tax. Hey Ben did you know that the CME and CBOE are not the only exchanges on which options and futures are traded? Your ridiculous idea will only serve to divert trading volume to other exchanges in NY or other exchanges. Then when you've gutted one of Chicago's last major employers and raised a pittance of new tax revenue, what will you agitate for?

So let me understand this. Governor Rauner alleges Illinois' economy sucks. Ben J disagrees and offers as evidence the compensation of a handful of CEOs, all of whom head multi-state, multi-national companies. Ben does not bother to determine whether these compensation packages include stock-based compensation, which is generally a good practice to align management interests with shareholders' interests. Ben also does not consider that even if these top 5 CEOs were taxed on their compensation packages at a rate of 100%, this fills less than 0.1% of Illinois' pension deficit of $111 billion.

Your reasoning in this column is not real good, Ben.

Ben, explain why, if a transaction tax were instituted, why wouldn't the CME and CBOE pick up and leave? Electronic trading means trading no longer requires a physical presence in any one particular location. Tradition, more than anything else, is why the CME and CBOE are still here. There are many other states and municipalities that would almost certainly offer them huge tax incentives to relocate there.

Hypothetically, were a transaction tax were instituted, and the CME and CBOE left town, would you consider this a victory even though on a net basis, taxes collected (property, income, payroll, etc.) would decrease?

And incentives. As in why work at McDonalds for minimum wage when you can make a day's pay in an hour on the street? African americans in the inner city are kept in a cycle of poverty through the denial of legitimate work opportunities (due to the minimum wage, inflation, and other well-intentioned but counter-productive govt programs/laws) plus the attractiveness of dealing drugs. The only way to eliminate the massive profit which attracts so many to the drug trade is to level the playing field and open up new supply to the public.

There are no murders in the alcohol business anymore since prohibition. Why? Think about the business model of dealing drugs compared to the on the level business model of alcohol.

Not an endorsement of the TIF program at all, but TIFs or no TIFs, continuing to pour money down the sinkhole of public education, at least in Chicago, is a fool's errand. CPS, the City, the State, etc. have proven they don't deserve their privileged position of getting guaranteed millions of dollars and monopoly control over education. Time to think outside of government for solutions.
