Public Housing and the Decline of Chicago's Black Population

Megan Cottrell runs the numbers. When people discuss Mayor Daley's legacies in terms of both architecture and social policy, I can't help but think that far and away the largest will be the Plan for Transformation, which will take much longer to wrap our heads around than Millennium Park or Meigs Field or Loop TIFs.
