Dmitry Samarov takes a humanist approach to bureaucracy:

There are many bureaucratic procedures involved in this business that all parties concerned know to be no more than revenue collection, yet we all play our parts because to question any of it will likely blow up in our faces. I appreciate the need to provide people employment. They give them documents to fill out, and pass on to the next stop along the conveyor belt.
