Josh Kalven:

"During a budget roundtable on last night's edition of WTTW's Chicago Tonight, Shriver Center President John Bouman described the pain that is going to be felt this fall if the legislature fails to pass a responsible budget this session.... We too have wondered why legislators in Springfield think this is the politically cautious route to take."

There's a game theory for that: "The principle of the game is that while each player prefers not to yield to the other, the outcome where neither player yields is the worst possible one for both players."
