The Reader's "Shadow Budget" Coverage Wins a Lisagor

Chicago's "shadow budget," revealed last year by the Reader's Ben Joravsky and Mick Dumke, comes to about $1 billion raised through the city's tax increment financing program, kept in special accounts, and spent in ways that the City Council has little say over and the public is only sketchily aware of. We don't know much and we'd all know a lot less if Joravsky and Dumke weren't around to tell us. The Chicago Headline Club has properly honored their work with a Lisagor Award for in-depth reporting.
