John Edwards's peculiar promise

Mike Doyle at Chicago Carless liveblogs by iPhone from Monday morning's Laborers International Union of North America forum for Democratic presidential candidates. John Edwards "promised to sign a bill on first day as President ending healthcare for Congress, President, and all political appointees until a national healthcare bill is passed."

As reported, this crowd-pleaser doesn't provide a very good civics lesson. First Congress would have to pass such a bill in order for President Edwards to have anything to sign, and why would the legislators put themselves in the trap?
