The war on patronage

"City agrees to ban patronage" sounds an awful lot like "America fights the war on terror." Can you ban patronage?

Anyway, the Tribune seems excited: "[Former federal prosecutor David Hoffman's] team is ideally equipped to do what the city administration hasn't: eradicate the widely held assumption that when the city hires or promotes, the fix is in." 

Emphasis mine. I think that's bad writing and nothing more, but I'm still pretty new in town.
