Alexander Trevi takes up the prevention of (male) public urination at Pruned, a well-illustrated landscape-architecture blog. In Lima, Peru, authorities tried putting up a banner featuring Jesus and "Sarita Colonia, the informal Peruvian saint which protects those who operate outside law," and that seems to have been a successful deterrent. In Berlin, readily available bathroom facilities seem to be the only way to keep public unrinators off the relatively secluded Holocaust memorial. Trevi prefers the lesson of Berlin to the lesson of Lima:  "Appealing to decency and reverence is no substitute for good design."
