You’d think Richard Mell would have learned his lesson the last time he pushed a family member to the head of the line. That was back in the summer of 1991, when the 33rd Ward alderman let his fellow northwest-side power brokers know that his daughter Patti had a husband, Rod Blagojevich, who’d be running for state rep whether they liked it or not.
In the 1992 primary, Mell and his mighty organization of city, county, and state employees helped Blagojevich eke out a victory over Myron Kulas, a seven-term incumbent backed by rival chieftains Terry Gabinski and Dan Rostenkowski. But it was a knock-down, drag-out fight, and after that Mell took care to get all his ducks in a row. When Blagojevich ran for Congress in 1996, then for governor in 2002, Mell ensured that he had the backing of Rostenkowski and Gabinski as well as other powerful Democrats. And what thanks did he get? A long and very public feud with his son-in-law the governor. Plus Blagojevich has managed to make a royal mess out of pretty much of everything in Springfield, not to mention he’s facing federal investigation into his fund-raising practices and political appointments.
But here comes the proud papa once again, this time pushing Patti’s little sister, Deborah Mell, into office through one backroom deal after another.
It started last summer, when Deborah announced she was running for state rep in the 40th District, a seat held by Richard Bradley since 1997. As legislators go, Bradley hasn’t been any great shakes. Basically, he does whatever house speaker Michael Madigan tells him to do. (Of course this could be said of just about every statehouse Democrat and quite a few Republicans.) Bradley got his start in the late 70s as a precinct captain in the political organization of none other than Richard Mell, and for his loyalty over the years he’s been rewarded with not one but two relatively cushy, well-paid positions, which he holds simultaneously: state rep (which pays $60,000 a year) and assistant general superintendent in the Department of Streets and Sanitation (which pays about $100,000). On top of that, his wife, Cynthia Santos, makes $50,000 a year as a commissioner on the Water Reclamation District board, and his brother, Shawn Bradley, is ward superintendent for 30th Ward alderman Ariel Reboyras.
Bradley says Alderman Mell approached him over the summer and made it clear his daughter would be running regardless of whether he stayed in the race. “Dick said, ‘Rich, my daughter wants to run—what do you think?’” Bradley says. “I said, ‘I want to continue to serve.’”
For a few weeks, Bradley says, Mell played rough, spreading word that the only reason he wanted to stay in office was to get himself vested in the state pension system. Greg Hines picked up the rumor in a column on the race for Crain’s Chicago Business. “This has nothing to do with my pension,” says Bradley. “Mell was just muddying things up when he thought I might be running against his daughter.”
For Bradley the choice was a tough one: make Mell happy at the price of his office or make him mad by running against his daughter. Then a third option emerged: run for somebody else’s office.
Like Bradley, Iris Martinez, state senator for the 20th District, got her start as a machine loyalist—specifically with the notorious Hispanic Democratic Organization, run by former mayoral aide Victor Reyes. In 2002 the HDO got out the goons on Martinez’s behalf, helping her defeat Mike Wojcik. Once in office, however, Martinez showed a few signs of independence. In 2004, for instance, she didn’t endorse Toni Berrios for state representative in the 39th District.
Toni Berrios happens to be the daughter of Cook County Democratic Party chairman Joseph Berrios, who seems to share Mell’s passion for advancing the political careers of his children. After Toni won, Joe made it clear to anyone who’d listen—myself included—that he’d neither forgive nor forget Martinez’s lack of support for his daughter.
Why would Martinez risk the wrath of the chair of her own party? “Joe Berrios has always hated me—he didn’t want me to have my seat in the first place,” she says. “Now that I’m in he’s always trying to tell me what to do. But let me tell you, I don’t take orders from no one.”
Not even from Victor Reyes, apparently. As Martinez tells it, she fell out with Reyes last year over who would serve as the senate’s assistant majority leader. Senate president Emil Jones wanted a Latino legislator in the position, and Reyes sought her support for First District senator Tony Munoz. “Victor came into my office with a letter supporting Munoz and told me, ‘You’d better sign this,’” Martinez says. “I told him in the spirit of working together I would.”
But then Jones asked Martinez to assume the post.
“When Reyes found out that I had been offered the job, he sent [his lobbying partner] Mike Noonan over to my office to threaten me,” she says. “Noonan told me if I took that position I was through politically. ‘We will take you out’—those were his exact words.”
Martinez decided to take the job anyway. “There comes a time when you have to stand up,” she says. “I told Noonan to get the hell out of my office. I walked up to Jones’s office and said, ‘Mr. President, whatever decision you decide to make, I’m with it.’”
With all this in the background, the stage was set for Reyes, Berrios, and Mell to strike a deal that would leave Deborah Mell unopposed and give Martinez her comeuppance. According to Bradley, the three came to him last fall to offer their support for him in the state senate race. Apparently it didn’t matter that Mell had already endorsed Martinez, appearing with her onstage at her reelection campaign kickoff in August.
For his part, Bradley says, “I was ready to run for either office. I had 4,000 signatures for state rep and 4,000 signatures for state senate.” But “the stars were lined up for me to run for the senate,” he says. “Instead of everybody lining up against me, they were for me.”
There was one last little inconvenience: a guy named Carlos Guevara, who was already in the race against Martinez. On leave as chief of staff to Alderman Reboyras (where he works alongside Bradley’s brother), he’s a longtime machine loyalist who’s been waiting for years for the chance to run for office. In their eagerness to betray one ally, the big boys wound up shafting another.
Guevara seems to be taking it well. He says he doesn’t hold a grudge against Reyes or Berrios, whose support he had originally counted on. Instead he rips into Martinez, calling her “ineffective.” My sources in Mell’s and Berrios’s camps tell me that’s his primary function in the race—his campaign literature doesn’t attack Bradley. In exchange, Guevara can hold out the hope that the power brokers will endorse him somewhere down the road.
Meanwhile Deborah Mell is backing Martinez. “I’m supporting Iris because she’s the best candidate in the race,” she says. “Just look at the bills she’s introduced—they’re far better than Bradley’s.”
And what does her father think about this? I asked.
“Ask him,” she says. “It’s not a problem [between us].” (Richard Mell didn’t return my calls for comment.)
Deborah says she hasn’t really been following any of the backroom maneuvering being done on her behalf. “I’m really trying to stay out of everything,” she says.
Still, her and her father’s support for rival candidates has many observers shaking their heads. “You’ve got to give it to the Mells—they’re like the Jacksons,” says one longtime northwest-side politician, referring to Jesse Jr. and Sr. “You got one supporting Clinton and the other supporting Obama. No matter who wins, they’re covered.”
Most local independents seem to be supporting Martinez on the grounds that “the enemy of my enemy is my friend,” as activist Bruce Embrey puts it. They’re hoping she’ll turn into a modern-day version of congressman Ralph Metcalfe, who became an independent after breaking from the first Mayor Daley over the issue of police brutality. It’s a long shot, but these are desperate times for independents. Long shots are about all they’ve got.

It's pretty sad that a person that has helped the community may lose her seat to a MAN that has done nothing for the community that HE should be representing. How can a person do a city job which he gets paid $98,000. a year and a state job that he gets over $100.000. how well can he do either. We the taxpayers should be demanding more from our elected officials. Their the reason we are in the mess we are in today. The elected officials that are to represent us the taxpayers, are only representing themselves. No wonder we are scraping the crap off our shoes daily.

First, I want to commend Ben on a very well thought out article. I strongly support the reelection efforts of State Senator Iris Y. Martinez. Her track record shows that she has been an advocate for women's rights, the LGBT community, education, property tax relief and affordable housing for all. Her opponents want to continue to perpetuate a system of the "good old boys network" and backroom political deals at the expense of our neighborhood and community. Attacking the integrity of our only Latina State Senator does not help their cause, but rather it galvanizes women, the Latino community, LGBT community, progressives and independent minded voter to support our incumbent Senator.
Let me remind you that women are the majority of the voters in this district and rest assure that these tactics will ultimately be seen as an assault of the "good ol' boys" attacking our only Latina State Senator.

Because it is important for this job people should know that Mr. Guevara is anti-choice. He was given a "1" by a group calling itself "Illinois Citizens for Life". That "1" means he is anti abortion even in the case of rape and incest according to this group. Because the legislature is responsible for state funding, people should know of Mr.Guevara's stance on this issue. The other candidates are pro choice and that is pretty well known. Mr. Guevara should make his views on this issue known to the community.

I think Joe Berrios made a mistake by appointing his daughter and bringing Toni Berrios into crooked machine politics.

Now that we are having primary elections on super tuesday we will have a bigger voice in the bigger picture.
Things can change in Crook Conunty. Viable candidates are running as good progressive Democrats and against the Chicago mafia machine.
We can vote people like Joe Berrios out of office(s) and get good, honest politicians like Iris Martinez, Ray Hernandez and Jay Deratany into office. This could be a pivitol election year for Crook County.

I overheard Reboyras talking about his overall strategy not too long ago. If Bradley defeats Martinez, he will stay in office until the day after he "earns" his state pension, at which point he will retire and give Guevara the seat. The 3oth ward will then have an Alderman, Committeeman, State Representative, and State Senator under its wing. I wouldn't be surprised if they target Alderman Suarez and Berrios next.

However, I can't say I like any of these candidates either. Martinez may have the support of the progressive community here, but I'll be damned if I can tell what she's actually done that's made a difference, certainly she hasn't done squat for education.
The Democrats in this state have proven that one-party rule leads to corruption, incompetence (more of it, anyway) and little else.
To all of you office holders:
PASS SOME GODDAMNED LEGISLATURE FOR PROPER SCHOOL FUNDING AT THE STATE LEVEL.
Right now the State of Illinois is in direct violation of its own State Constitution, which mandates it should be paying for the majority of public school costs.
Instead, Illinois defaults on this commitment, leaving municipalities to rely on property taxes, which hurt seniors on fixed incomes and people working ciy/state jobs that are lucky if they get a 3% cost of living increase each year (as opposed to the much-ballyhooed "7% solution," which is still too much).
Bottom line, the Democratic party is deadly incompetent at the state level, I'l be voting for every Green party candidate I see.
A new day is coming, losers, but you won't know it until it's too late.

Did anyone else notice that the Tribune endorsed Rich Bradley over the Senator claiming that she is ineffective? But just 14 months ago they stated this: "40th District (Northwest Side): Rep. Richard Bradley has been in office since 1997, yet colleagues can't recall him ever speaking on the floor of the House. Maybe he has and nobody noticed. For that matter, colleagues can't figure out what he actually does while in Springfield. You'd think he must be busy, though: As a top city Streets and San official and state legislator, Bradley is a double- dipper at the public trough. Counting the myriad Bradley family members on the public payroll, he's more like a sextuple-scooper. Alas, Bradley has no real challenge in the Democratic primary from Wilfredo Aponte of Chicago. Bradley is just barely preferred."

Iris Y. Martinez has shown her independence as a senator. If that was not the case, then how do you explain her been targeted by the HDO leadership.
Also, negative campaigning is not going to win this election. I have been door knocking for Iris, and people are furious at Bradley. Instead of running on his track record or lack there of as a state representative, his campaign has been focusing on venemously attacking Senator Martinez.
That is going to backfire at the end of the day.

the Fishman donations look more questionable just due to the amounts, but the bar has been set pretty high as far as outrageousness goes in such matters.
I guess we'll see how it all plays out, I predict Rey has insulated himself pretty well with his zoning council.
I know a pretty diverse swath of people in the 35th, not too many feel development is over-the-top crazy right now, and you'll never make the people happy who want to stop ALL development.
what really makes me wonder is how on earth the trib got away with a story on zoning matters and contributions largely in minority wards - does anyone really think the Loop (west, south and "traditional"), Lincoln Park and Lake View aren't pay-to-play?

As an openly gay man, I want to say that I strongly support Senator Iris Martinez. She has been a friend and ally to the LGBT community. It is funny that Sal would support Carlos, considering that Carlos has received an endorsement from a pro-life organization that is seeking to curtail women's rights to choose. Thus, with this conservative line of thinking, I wonder how much better he will do with the issue of gay marriage. As for Bradley, he does not have a track record in favor of LGBT issues, even though he has been in the House for the last 10 years. With Deb Mell, as an openly lesbian in the State House, and Iris in the State Senate, I think would be great for the citizens of the 20th District, and especially the women, and LGBT community. They would be a great team.

Martinez cut funding in my special kid school and thanks to her; she is not getting the attention that she required. She has no consideration for other families. It’s easy to blame others, why can’t she admit that she screwed up.

I was led to believe that Carlos Guevara was not a viable candidate, the other night my neighbor hosted a coffee in her house for Carlos and after a very long chat with him, he actually impress me. I am one that does not like change, but I do agree with Carlos, Change needs to happen in order to improve our way of living. Martinez keeps talking about her record, what record? Is she talking about the record of people losing their homes or the record of people losing their jobs or better yet the record of schools losing funding?
Carlos has my support.

IN HIS BID TO UNSEAT IRIS MARTINEZ
Chicago, Il. VM Service. Carlos Guevara who seeks the democratic nomination for State Senator for the 20th District in the February 5th primaries, received an important and highly symbolic endorsement from Omar N. López, a north side community activist and probable Green Party candidate for the 4th congressional district in Illinois.
In a press conference held in Guevara’s campaign headquarters, López lauded Guevara’s history of service to the community while applauding his true embrace of diversity reflected in the voters in his district..
"Carlos Guevara is a synonym of service to our community –said Omar Lopez, who worked closely with Guevara in the Chicago Park District- he has proven his loyalty to the residents of Chicago and now wants to do it for the residents of the 20th district".
On his part, Guevara stated that one of his concerns is the education and safety of our youth and children, but also of equal concern is how we propose to pay for improvements in the system. Guevara insists that the tax payer can no longer adsorb anymore tax increases and that an effective and feasible revenue source is a casino in the city of Chicago. "The thousands of tourists visiting Chicago daily would be the main contributors to the improvement of our educational system. My opponent has not supported this, on the contrary, she has opposed it", concluded Guevara.
Omar Lopez, one of the leaders of the immigration mega marches in Chicago has been a community organizer in Chicago’s north side Puerto Rican community and is now expected to run against Luis Gutierrez for the 4th congressional district seat in the November general elections.
Lopez also endorsed Green Party Jack Ailey and Nadine Bopp, running for the Water Reclamation District as well as democrats Brian Sexton, for Cook County Judge, Joan Ellen Smuda, for Judge of the 10th Judiciary Sub-district, and Matthew Podgorski also running for Water Reclamation District.

This blurb to the "mindless, low life, moran" that called Ald. Richard Mell a "Crook" in his recent, one liner. Richard Mell may be a lot of things, but he is not a crook. He, along with many other elected officials (some did, and are now doing time) was investigated by the Fed, and the result was a "clean, and complete bill of health". Check the 3 or 4 page Tribune article which appeared a number of years ago as proof of what I say. I'm not going to give you the the articles date, scumbag, look it up yourself: do some digging. Before you call anyone, much less "Mell", a crook you better back up your statement with some FACTS. Mell is a self made, independently wealthy man (derived from his very profitable and succesfull "spring manufacturing company" which operated over 25 years)who has the same family values that most people have: they take care of their family first.
As far as political skills and ability, he's started and been in more battles then anyone I recall, and he's lost very, very, very few of them. When you have his word, or promise, you can take it to the bank, in most cases. Later "low life".

Deb Mell cannot possibly be endorsing her state representative, Iris Martinez. Deb has not stepped up to the plate and voiced her support. The entire district screams Dick Mell, not Deb. I thought Deb Mell was a woman of integrity, independence, a voice more women can look up to, but instead she is just another backroom deal. Too bad. The 20th District needs Iris Martinez. First, Joe Berrios CAN’T RAISE property taxes, Second, Joe Berrios has NO EFFECT on any tax that Stroger implements. Third, Toni Berrios has PASSED MORE legislation for her community and for everyone’s community in that state of Illinois then Iris Martinez. I think you’re under estimating Carlos, the way I see it the battle will be between Carlos and Bradley. The Hispanic community doesn’t care about Iris they know that Iris is a puppet and has not brought anything to them and besides they are tiered of hiring the same non sense about Hispanics supporting Hispanics. The point is that Joseph Berrios, the current Commissioner, is a corrupt mobster. He is a gambling lobbyist in Springfield and a host of other things. Berrios must have ten or so sources of income, the largest is probably donations to his slush fund from the major corporations he gives tax reductions to.

Iris Martinez (Il Senate 20th District incumbent) voted against Marty Cohen, consumer advocate and utility expert who led Citizens Utility Board, to head the Illinois Commerce Commission in 2005. This was a lost opportunity to have a recognized utility expert AND meaningful consumer advocate instead of typical utility insider / lobbyist / patronage nomination to head the State Commission that approves utility rates for everyone. Martinez, who "stands by her record", played politics on this important vote instead of doing what's best for people.

Cook County Board of Review Commissioner Joseph Berrios had a sexual relationship with a close friend's wife and got the woman a $48,000-a-year job in his office and a $28,000-a-year appointment to the state's Liquor Control Commission, a lawsuit charges.
The explosive allegations of sex, betrayal and political backstabbing are contained in a counterclaim filed last month by Edgar Lopez, a former state legislator and protege of Berrios'.
Rarely is this kind of dirty laundry, or ropa sucia as they say in Logan Square, aired by one member of the small fraternity of machine-Democrat Hispanic politicians against another.
The soap opera unfolded over years as neighborhood residents and political pals gossiped about Lillibeth Lopez, tall and beautiful, trading one portly politician, Edgar Lopez, for another hefty, older but more clout-heavy politician, Berrios, Edgar Lopez's patron.
"I am a divorced woman!" Lillibeth Lopez rebuked some attendees whispering about her and Berrios at a recent political fund-raiser. Her divorce from Edgar Lopez became final in September. Berrios was divorced years ago. Some longtime friends of all three say they're disappointed with Berrios' behavior.
"Everybody goes, 'Why? Edgar's like his son.' These guys were very good friends. Edgar would always listen to Joe. Joe had always helped Edgar," said one veteran Hispanic elected official.
Edgar Lopez cannot say for sure when Berrios and Lillibeth Lopez started their romantic relationship, according to his suit.
"Unbeknownst to [Edgar Lopez], [Berrios and Lillibeth Lopez] were having an adulterous relationship for a period of years during the marriage of [Edgar Lopez] and Lillibeth Lopez," Edgar Lopez's suit states.

Story of repulsive Joe Berrios continues...
Berrios did not respond to repeated phone calls and visits to his offices. His attorney called Lopez's counterclaim "ridiculous." Lillibeth Lopez kept a reporter at bay for four hours after Wednesday's liquor commission meeting in Springfield, then referred questions to her attorney who said she would file a written response this week.
Lopez made a name for himself in Springfield as the state representative who conceived Gov. George Ryan's trip to Cuba and headed up an investigation of the Roberto Clemente High School Local School Council's support for the FALN, a Puerto Rican independence group accused of terrorist tactics.
31st Ward party boss
Edgar Lopez now serves as the $95,000-a-year assistant director of the Financial Institutions Division of the state's Financial and Professional Regulation Department.
Berrios, whom Lopez called his mentor and father figure, is a senior figure in the state's Democratic Party. He is the longtime Democratic committeeman of the 31st Ward. He is one of three $100,000-a-year commissioners who sit on the Cook County Board of Review, which has the power to lower property taxes for individual businesses and homeowners in Cook County. He lowered the taxes on Lopez's home, saving him $500 a year.
With a $1 million war chest from satisfied business owners and supporters, Berrios has shelled out tens of thousands of dollars to Gov. Blagojevich and other politicians around the state, making him many friends. He also runs a lobbying business with former state Rep. Sam Panayotovich, the former executive director of the liquor commission. They lobby state legislators on behalf of Cicero and the Illinois Trucking Association, among other clients.
Edgar Lopez's counterclaim
Lillibeth Lopez, 39 -- who was allowed by a judge last year to resume using her maiden name of Lillibeth Pacheco but hasn't yet -- was married to Edgar Lopez, 40, from 1992 until their divorce last year. At some point, she began a sexual relationship with Berrios, 57, Edgar Lopez said in his counterclaim.
During that time, as Edgar Lopez continuously went to Berrios for counsel and advice and asked him to be godfather to the Lopezes' now 10-year-old son, Berrios was steering him in the wrong direction, Edgar Lopez said in his suit.
During their 21-year friendship, Berrios served as Edgar Lopez's "surrogate older brother or father . . . personal accountant, political mentor, friend, advisor and confidant, godfather to his son, and to whom [Lopez] would turn for advice and counsel revealing his most intimate problems, including details concerning his marriage," Lopez's suit states.
In 1992, Berrios advised Edgar Lopez not to marry Lillibeth Pacheco because "the only thing she wanted from him was his money, and the power of being married to a member of the Illinois General Assembly," Lopez's suit states.
But then Berrios warmed up to her and got her a job on the Cook County payroll working for the chief judge of the Cook County Circuit Court. Then he decided to bring her in closer, working with him at the Board of Review. Berrios told Edgar Lopez he was bringing Lillibeth Lopez to work with him at the Board of Review because "he needed someone he could trust by his side," Edgar Lopez's suit states. Lillibeth Lopez makes $48,000 a year at the county, records show.
Before Edgar Lopez made any major career or financial move, he would seek Berrios' counsel, Lopez said. But Berrios was looking out for his own and Lillibeth Lopez's interests, not his protege's, Lopez's suit states.
"He trusted Mr. Berrios as you would your father," said Edgar Lopez's lawyer Lourdes Monteagudo, Mayor Daley's first deputy mayor for education.
Marital property
In 1996, Lillibeth Lopez and Berrios convinced Edgar Lopez to refinance a Humboldt Park apartment building he bought prior to the marriage in the 1000 block of North Mozart, adding his wife's name to the refinancing, Lopez said. That transformed nonmarital property into marital property, allowing Lillibeth to get $94,000 from the sale of the home in the divorce.
"Due to the unique privileges . . . Berrios enjoyed, he had access and opportunities to get close to [Lillibeth Lopez] to get to know her innermost wishes and desires," Edgar Lopez said in his suit. "Berrios knew of [Lillibeth Lopez's] humble beginnings and her extreme psychological need to feel 'protected,' 'recognized,' and 'financially secure.' Berrios would systematically, 'jokingly' criticize [Edgar Lopez] about his inability to provide for her as she deserved while in the presence of his wife, and would then hug and comfort her, as a father figure would innocently do, to reassure her that someone would always be there to look out for her."
All the while, Lopez would confide in Berrios "the most intimate problems he was having with his wife, innocently giving [Berrios] the feedback he needed to plan his next move to further cause the alienation of affection," Lopez's suit said.
Appointments by Ryan
In 2000, Lopez lost his seat in the state House to Cynthia Soto. Observers thought Gov. Ryan was giving Lopez a consolation prize by appointing him assistant director of what was then the Financial Institutions Department and giving Lopez's wife a seat on the Illinois Liquor Commission. But Lopez said in his suit that it was Berrios who got Ryan to appoint Lillibeth Lopez to the commission as a way for Berrios to show her he still had clout while her husband did not.
In 2001, Berrios counseled Lopez to buy a Kelvyn Park home in the 2900 block of North Kenneth, saying it would position Lopez well to win a new seat in the General Assembly because of how legislative districts were being drawn, Lopez said in his suit.
"In fact . . . Berrios had already negotiated to nominate his daughter to the seat," Lopez's suit states.
Some local politicians said Berrios tried to convince them to slate Lopez for one of the new legislative seats but that Lopez alienated many of them with his Clemente hearings. They found it easier to stomach Berrios' inexperienced 24-year-old daughter.
The lawsuits multiply
In 2003, Lillibeth Lopez filed for divorce from her husband. Edgar Lopez, who still hadn't figured out his wife was having an affair with Berrios, went to Berrios to ask him for a referral to a good divorce attorney, Lopez's suit said.
Instead, Berrios arranged a good divorce lawyer for Lillibeth Lopez, Lopez said in his suit.
Ostensibly to help him buy a new house and move out of the marital home, Berrios offered Lopez a $16,500 no-interest long-term loan. Then, after Lopez moved out of the marital house, Berrios began to frequent the home, Lopez's suit said. Lopez finally realized his wife was having an affair with Berrios, Lopez's suit said.
Lopez confronted his wife, asked her about the affair and she told him, "I can f--- whomever I please," Lopez's suit states.
After the divorce was final, Berrios sued Lopez to have him repay the $16,500 loan.
It was only because of that suit that Lopez decided to go public with his account of Berrios luring away his wife, which he spelled out in a counterclaim he filed against Berrios for alienation of affection, Monteagudo said.
Berrios bragged he has sway over many of the judges sitting in Cook County because of his seat on the party's slating committee, Lopez's suit states.
Curiously, the court case file has disappeared. The Sun-Times began requesting a copy of the official court file of the suit on Thursday, Jan. 20. A spokeswoman for the Clerk of the Circuit Court said the file cannot be located in any of the places it is supposed to be. At one point, Monteagudo had to write a letter to Clerk Dorothy Brown to have the office start listing her appearances on its Web site, she said.
Berrios, who lived in Cabrini-Green during his youth, moved to Humboldt Park and attended the University of Illinois at Chicago. According to old newspaper accounts, he got into politics when he got a traffic ticket and went to his alderman, Tom Keane, for help. Keane gave him a precinct to work and Berrios worked his way up through the ranks.
Coda
When independent Hispanic activists sued the regular Democrats to get a Hispanic legislative district drawn, they won the suit and then, much to their chagrin, watched as machine Democrats got the independent activists' candidate kicked off the ballot and replaced with Berrios, who became the state's first Hispanic legislator.
Eventually, his protege Lopez got the seat and annoyed the mostly Puerto Rican elected officials in the North Side Hispanic districts with his hearings into whether Puerto Rican independence activists misspent school funds at Clemente. Some of them teased Lopez because he is only half Puerto Rican. His father is from Ecuador.
But these days the real source of bochinche, a Puerto Rican word for gossip, about Lopez in the Hispanic neighborhoods is Berrios taking his wife, said one Latino elected official.
Why didn't Joe Berrios chase one of the many putas in Logan Square instead of his best friend's wife. Got her two jobs... maybe the next mistress can be on three ghost payrolls.

I wish you all would stop with the personal and familial attacks on candidates. I don't care. Everyone has problems. I just want to make sure my elected officials, county, state & city are the BEST available to me on election night. I am not an active resident and perhaps i know why...
