A disgruntled, ostracized billionaire in Beverly Hills (Robert Davi) masterminds a fake toxic spill in order to evacuate the city and burglarize its homes and businesses. A quarterback (Ken Wahl) who plays for the Davi character's football team and a crooked cop (Matt Frewer) join forces to sabotage the scheme. Director Sidney J. Furie authored the script with Rick Natkin, David Fuller, and David J. Burke; Harley Jane Kozak and Lee Ving James costar.
