Based on the book by Joe Conason and Gene Lyons, this gripping documentary probes what Hillary Clinton famously described as a “vast right-wing conspiracy” to destroy her and her husband. Writer-directors Nickolas Perry and Harry Thomason (the latter a longtime Clinton ally) follow Michael Moore's lead, using campy stock footage and unearthed video to fashion a narrative that connects the “Arkansas Project” (a long-running smear campaign bankrolled by billionaire Richard Mellon Scaife), the “Troopergate” scandal (orchestrated by Little Rock attorney Cliff Jackson), and the multimillion-dollar fishing expedition of independent counsel Kenneth Starr. Like the former first lady, the filmmakers go slightly overboard, implying that these campaigns, the Florida recount debacle, and the GOP's recent congressional-redistricting chicanery are part of a grand scheme to overthrow the government. But there's ample evidence here that the conservative dirty-tricks industry is alive and growing like a tumor. 89 min.
