A global underground of youngsters with various paranormal gifts (telekinesis, mind control, the power to scream at fish tanks until they explode) battles a sinister government agency that would exploit their military value. A ragbag of shopworn ideas nicked from Philip K. Dick, this sci-fi thriller never stops finding new ways to make no sense. Director Paul McGuigan squanders the Hong Kong locales and a cast that includes Djimon Hounsou (the head baddie), Dakota Fanning (a sarcastic clairvoyant) and Camilla Belle (a telepath who can “push” false memories into others' heads). The clumsy tonal shifts might not be so distracting if McGuigan could craft a decent action scene. PG-13, 111 min.
