Wiley’s fearlessly maximalist 2013 debut, Club Wiley, balances daring collisions of incongruous samples against catchy vocal choruses, and Village Party continues down that same outre-yet-accessible path—though he doesn’t sound as frenzied this time out, even when he says that’s how he feels. On the best Village Party tracks the 21-year-old smooths out his powerful growl and methodically targets his pinballing flow, delivering smart raps with a powerful pop punch.
