They began five years ago, when Vanecko and the mayor's son, Patrick Daley, became hidden investors in a company that took over the city's sewer-inspection contracts -- a deal now under federal investigation.

Records show that Vanecko is a hidden investor in a company owned by Allison S. Davis, a friend of the mayor who's seeking a $2 million loan from the city along with $838,369 in federal tax credits to build 54 apartments along the lakefront at 40th Street as part of the Chicago Housing Authority's massive plan to replace the low-income high-rise projects that Daley has torn down.

City Hall has "set aside'' money for the project, according to a letter the city sent Davis last fall. The city has yet to give final approval to the project, delayed now for more than a year in part because of the nationwide housing slump. And CHA officials have yet to sign a contract for the project.

But construction is expected to begin next summer, according to Lawrence Grisham, senior vice president of Habitat Co., which a federal judge has appointed to oversee the CHA construction projects.

Vanecko's part in the project wasn't mentioned in the application Davis and his son Jared Davis submitted to the CHA in May 2006, nor in the application they sent to city officials seeking money to build the apartments, according to city and CHA records.

But Vanecko himself revealed his involvement in the CHA project in an e-mail he sent Oct. 2, 2006, to the executive directors of five city pension funds that invested $68 million in a real estate venture created by Davis and Vanecko.

"We have been selected by the North Kenwood-Oakland Working Group, the Habitat Company and the CHA as the developer of the remainder of the Lakefront Properties site between 39th and 43rd Streets and Lake Park Ave.," the mayoral nephew wrote in the e-mail obtained by the Sun-Times. "This project will create a mixed-income community on a former CHA site and consists of 269 units of housing, including CHA replacement, affordable and market-rate units.

"Please feel free to contact any of us if you have any questions regarding these properties or any other matters. Regards, Allison, Jared and Bob."

Neither Vanecko nor Davis responded to requests for comment.

A Davis firm -- Davis Associate Managers -- submitted one of the two proposals the CHA got in May 2006 from developers seeking the deal to redevelop the lakefront property where four high-rise projects had stood until they were blown up in 1998. The proposals were evaluated by a "working group" that included represent-atives of the CHA, Habitat, the city housing and planning departments and Ald. Toni Preckwinkle (4th). They picked the proposal from Davis, a longtime friend of Habitat president Valerie Jarrett. Jarrett is also a longtime friend of the mayor and a top adviser to Barack Obama's presidential campaign.

This would be the second CHA redevelopment project for Davis. His company is part of a team working on the $200 million redevelopment of the former Stateway Gardens public housing projects -- the towering high-rises that stood for years across the Dan Ryan Expy. from Sox Park.

Habitat representatives and Preckwinkle said they were unaware the mayor's nephew was involved in the Davis proposal for the Lakefront Properties project. "Habitat did not know the identity of any of the individual investors, nor did Habitat know that Robert Vanecko was involved with the fund," Grisham wrote in response to Sun-Times questions.

After being picked to build the 269 homes, Davis went to city housing officials seeking money for the first phase of the project: 54 condos, including 13 that will be affordable housing, and 54 apartments, including 43 units for low-income tenants. The estimated cost is $16.1 million, according to the proposal Davis gave the city. Davis and his partners would put up half, which sources said they believe is the money Davis and Vanecko got from the city pension funds. Davis wants the city to give him a $2 million loan and $838,369 in federal low-income-housing tax credits that would be sold to investors.

What would Davis and his partners get from the deal? More than $1.2 million in development fees, according to city records. We need more such deal to boost our local economy.

Daley reins in radicals — the Chicago Way
John Kass
5:26 PM CDT, October 11, 2008
Turn on the TV news when John McCain is picking up undecided voters by invoking Barack Obama's relationship with unrepentant American terrorist William Ayers and, invariably, some liberal talking head will sniff in disgust and say Ayers is no big deal where Obama comes from.

Unfortunately, that's true. Ayers is a terrorist. But this is Chicago.

Obama and Ayers are neighbors and they worked together on school issues with the same foundation. Obama's political coming-out party was held in Ayers' living room when Obama was running for his first political office.

And the boss of Chicago is Mayor Richard Daley. Mayor Shortshanks has thrown his protective embrace around both men. These are facts.

Family ties proved Ayers' point But the reason Ayers is not a big deal in Chicago has to do with the Chicago Way, and the left fork of that road that has been bought and paid for by the Daley machine, subsidized by taxpayers who foot the bill for public relations contracts from City Hall.

The new Daley machine is much more sophisticated than his father's. And the stereotype of knuckle-draggers and wiseguys—they're still around, and there are jobs on the city payroll for those who work the precincts.

Yet what's often ignored is that their university-educated cousins get city contracts to spin the news and shape the symbolism and tell out-of-town reporters that Ayers is no big deal. They won't bite the hand that feeds them. For an examination of the Daley spin machine—and its cost to taxpayers—please see Tribune reporter Dan Mihalopoulos' story in the Sunday editions.

One friend of Obama and Ayers is former '60s radical Marilyn Katz, now an Obama fundraiser, strategist and public relations maven. She's often a go-to quote for reporters to knock down the Ayers-Obama story.

"What Bill Ayers and [former Black Panther, now U.S. Rep.] Bobby Rush . . . did 40 years ago has nothing to do with [the presidential campaign]," Katz was quoted as saying in the Chicago Sun-Times in April. "[Ayers] has a national reputation. He lectures at Harvard [University] and Vassar [College]."

What that story and many other pro-Obama articles gloss over is that during the violent protests of the 1968 Democratic National Convention here, Katz was the security chief for the radical Students for a Democratic Society. She once advocated throwing studded nails in front of police cars, back in the SDS days when the group was alleged to have thrown cellophane bags full of human excrement at cops and cans of urine and golf balls impaled with nails.

How things change.

Under this Daley, her firm, MK Communications, has many city deals, and one involves public relations for the Chicago Police Department's community policing program. From nails to contracts, the Chicago Way. Apparently, irony was not a '60s thing.

Now, as Daley prepares to lay off more than 1,000 city workers, he's given Katz and other public relations firms five-year contracts that could pay them as much as $5 million each for consulting, advertising and promotion.

Getting in good with Daley hasn't been bad for business. She also lists as her clients Daley's Chicago Housing Authority, Daley's City Colleges, Daley's city Law Department, and Daley's Departments of Aviation, Environment, Housing, Human Services, Planning and Development, Public Health, Public Works, Streets and Sanitation, Intergovernmental Affairs, Special Events—the list goes on.

Clearly, if she wasn't a good soldier for Shortshanks her list of clients would be quite small. Katz is often aggravating, but she's also funny and smart, so I called her to submit my theory: That by buying off the political left—through PR contracts to Katz, through his own support for Ayers—Daley maintains control over message and symbolism.

"I don't see it that way," said Katz. "As kids, our issues were schools, the environment, housing—and these things are the same things that the mayor cares about. So we have this in common. The agendas that drove us pulled us together. It's about respect for each other's point of view, not what we did when we were 19."

On Ayers and Obama, Katz still insists it isn't a story.

"Bill and I were in different parts of SDS. We disagreed on tactics. Bill has spent his entire life contributing to the betterment of society. That's all I can say about Bill," she said.

Happily, I beg to differ. Ayers is a terrorist—the narcissistic son of privilege and clout—whose father, Thomas, was the boss of Commonwealth Edison and a friend of the late Mayor Richard J. Daley. As a leader of the ultraviolent Weather Underground, Ayers admitted to helping bomb the U.S. Capitol and the Pentagon in the 1970s. He should have been sent to prison. Instead, Chicago political clout allowed him and his wife, fellow radical Bernardine Dohrn, to magically join the payrolls of universities here.

Obama says he was 8 years old when the bombs went off. But he was a grown man when he sought Ayers' political blessing, and when they worked on the same education projects.

"They're friends. So what?" Mayor Daley said in August.

He's the boss and the master spinner. So it must not be a story.

Attorney Registration & Disciplinary Commission
203 N. Wabash Avenue
Chicago, Illinois 60601-2474

Attention: Mr. Scott Renfroe
By: Fax & Mail

Dear Mr. Renfroe

In our March 10, 1992 meeting regarding Michael Daley and Jack George and the law firm of Daley and George,Ltd. you requested me to put in writing my relationship with the above and what transpired. I offer you the following in addition to what I have provided:

1. The law firm of Daley Reilly & Daley and Daley & George, Ltd. were my attorneys both corporately and personally since the late 60's.

2. Over the years my friendship and trust grew of them. I believe they were honest and trustworthy. I followed their instructions because I believed they were looking out for my best interests, both personally and corporately.

3. As my company grew in the early 80's, Mike and Jack informed me I could do more work for Commonwealth Edison with their help and influence, but I would have to pay them a commission on all Commonwealth Edison work on their instructions. I paid approximately $140,000.00 in so-called commissions in 1984.

4. I was requested by Mike and Jack to use the accounting firm of Bansley & Kiener for all my accounting, both personal and corporate. They said they could trust them. I did so on their advise.

5. I invented and patent tools and procedures to clean precipitators in power plants with much success and tremendous profits. Mike and Jack informed me they wanted to start a new company and all work cleaning precipitators would go through the new company. They said I would not have to pay any more commissions, just run the new company for them. They wanted 80% of all the profits. Mike and Jack borrowed $500,000.00 from my bank and told me to co-sign the note. I did so as instructed.

6. The precipitator company needed start-up money; such as, small equipment, payroll and trips to Germany to purchase new equipment. Jack and Mike told me to pay these expenses and they would pay them back. I paid approximately $200,000.00 out of J-B Industrial Corp. for the above, which I had to borrow.

7. Mike told me Richard M. Daley needed money and to by [sic] a junk-jeep from wife, maggie Daley. The jeep was approximately 6 years old and in bad shape. He said make up a check for approximately $9,200.00. I did as instructed. He said they would pay me back later. I could have bought a new jeep for that amount. I borrowed the money also.

8. On still another occasion, they told me the precipitator company need money and to give them $120,000.00. They told me they would also pay that back. I borrowed the $120,000.00 and gave it to Mike. I never had access to the books and records.

9. The new equipment did not work properly. Mike did not attain proper warranties. I wanted to send the equipment back to the manufacturer (See Attached Letter I Submitted) but Mike and Jack over ruled me.

10. My men were hurt using the equipment, which cost my company approximately $80,000.00 in insurance costs.

11. Mike called me and said they sold the equipment and to come in to his office and sign papers to dissolve the company and then at a later date we would sit down and settle up the money they owed me and J-B Industrial Corp. I did as they instructed me to after that. They refused to talk to me or answer any of my letters.

In closing, Mike Daley, Jack George and Daley & George Ltd. controlled my life and my business. I trusted them as my attorneys and friends. They owe me and J-B Industrial Corp. approximately $800,000.00, which I can verify. They have ruined my life and my business, At "no" time was I told to seek outside counsel; nor, did I.

I am more than willing to state all of the above under oath and more and take a lie detector test and would hope Mike Daley and Jack George would do the same.

Respectfully,

Errol C. O'Brien
President
