      <![CDATA["In its calculations for the desired average class size, CPS has raised the standard to 30 students per classroom. How is this not increasing the number of students per class?"<br>
<br>
Because creating a desired average class size to put in a report does not actually raise class size even if this is higher than what the current average class size is.  The report must be acted upon for that to happen.
