      <![CDATA[Chicago Tonight's panel this evening discussed this infrastructure trust and the last point--and a memorable one--was that the city already has the mechanisms in place to make all the needed capital improvements WITHOUT REQUIRING THE TRUST.<br>
<br>
None on the panel endorsed the trust. John Norquist, former mayor of Milwaukee, was distracting to watch as he had this Foster Brooks thing happening.
