      <![CDATA[I know it is chic to bash the large corporations these days, but when you take a look at a company like Sysco, who is totally committed to having a 100% sustainable fish program by 2015, you have to realize that they too are concerned with how resources are managed. TIF is renowned for its laborious process, expensive red tape, and opaqueness on financial details. It requires community input, lawyers, city planners/budget staff, politicians, etc.<br>
<br>
Why on earth would you take a program this top-heavy in terms of administrative costs which is specifically designed for one thing and try to "evolve" it to do something squarely at odds with its original purpose?<br>
<br>
