      <![CDATA[It hasn't been that long maybe a couple of years or less that the mayor and city council approved spending on upgrading the meters.  Where the meters a part of the give away deal?  Also, what's with all the parking meters just south of Roosevelt and Damen.  Empty blocks and hundreds of new parking meters.  No cars ever park near this area.
