I am not a fan of forcing round pegs in square holes.

TIF is renowned for its laborious process, expensive red tape, and opaqueness on financial details. It requires community input, lawyers, city planners/budget staff, politicians, etc.

Why on earth would you take a program this top-heavy in terms of administrative costs which is specifically designed for one thing and try to "evolve" it to do something squarely at odds with its original purpose?

And here I thought you were a free market champion!

Logan Square folks have been exchanging tips on how to address this issue via the Logan Square yahoo group for years. After a while it became clear that just asking nicely wasn't a viable long-term solution.

What is frustrating is that 1) when they promise to stop delivery it is always temporary, which places the burden back on us to keep following up and 2) their publications are not forthright in *how* to get the deliveries stopped.

Look at emails, for example - most halfway principled organizations and companies ask if you want to be subscribed (including both signing up and then confirming in a followup email), and then *clearly* include an "unsubscribe" option at the bottom.

Our situation is analogous to a company which sends you spam, doesn't tell you how to stop receiving it, makes you go through their staff directory to find a live body for advice, then makes you keep calling until you find the *right* person, then requires that you follow up when a few weeks or months later the unwanted deliveries start again.

i'm going to have to disagree with you on revitalization. they have built various condos around there, there are some very high priced buildings around there, and adding an additional convention center to a place that's already home to a massive one isn't going to make anything better.
