Unless there is going to be a law passed that forces middle- and high-income citizens to live next door to poor people, I don't see how economic segregation is going to end. Having poor people is not unique to Chicago. What seems to be, though, is a seemingly tacit agreement the city's government has with organized criminals and gang-bangers that as long as the mayhem stays on the South and West side there won't be any serious efforts to change things by treating the crime problem like the emergency it is. Schools and communities can't thrive in a war zone. Emanuel and the City Hall elites don't seem interested in spending the extra time and money on this, though.
