As a former community organizer for the CAPS program, I think I have a fairly informed opinion when I say that I don't see throwing more money at community policing as a big enough solution to the problems at Springfield and Thomas.
Then again, I've never seen neighbors at a CAPS meeting say something like this: "It's got to be something that puts money into their pocket, because that's why they're out there," said Annlouise Bishop, who's watched the drug trade unfold in front of her home on North Homan the last two years.
