Seller's remorse

Alderman Tom Allen formally proposed an ordinance today that would require a 30-day waiting period between the time the sale of a public asset is proposed to the City Council and the time it’s called for a vote.

That’s ten times longer than the council took to sign off on privatizing the city’s parking meters, and about three times longer than it had to review the Midway Airport lease deal, which recently fell through when the private investors couldn’t come up with the cash they’d pledged.

At least 42 aldermen have signed on to Allen’s proposal already.

The seemingly robust support is no guarantee it will go anywhere—in the Chicago City Council, it’s not unheard of for more aldermen to sponsor an ordinance when it's proposed than to vote for it when they're standing in front of the mayor.

Still, this appears to be yet another example of the seller’s remorse that’s spread through the council the last few weeks, culminating in multiple calls for hearings into the parking meter agreement and greater transparency in the city budget and spending process.

It’s an impressive display of the independence and responsibility that was absent during the last three months of 2008, when in a few weeks the council signed off on the two lease deals and the Daley administration’s 2009 budget, which was “balanced” on overly optimistic revenue projections and outright guesses.

Allen said today that aldermen need the weight of city ordinance to slow down some of the administration’s financial plans. “This will give a cue to the administration that they need to change the way they present these once-in-a-lifetime asset sales.”

Last fall, he said, the council was under pressure to do something to fill holes in the city’s budget, and without funds from a lease agreement more taxes or layoffs would have been on the table.

He noted that aldermen didn’t have any better information on the lease deals than what the administration presented to them in briefings.

“How about the word ‘trust’?” he said. “I don’t think anyone in the City Council is an economic expert.”

The extra time would allow for journalists, financial experts, and other members of the public to weigh in, Allen said. “I listen to the public I represent, and when we start doing this stuff in 48 hours, and giving our assets away for three, four generations, we should have some public input. I’m saying this may be a good thing to do with other assets, but we have to do it in a different way so we’re not guilty of governmental malpractice.”

Allen didn’t deny that he’d like to have his parking meter vote over. “I’ll use a golf analogy—I think everybody here wishes they had a mulligan and could try that shot again. But it’s not just about that one thing. This is a pattern with the administration. It’s always an emergency—it’s always a crisis. When you say it all the time, it’s like a boy who cries wolf.”

These knuckleheads are playing the game of 'too little, too late'. We know about the ones in the city council who are part of these daley kickback schemes, the reasons for their 'yes' votes are obvious, but what reasons can those not directly involved in these schemes have? Besides being gutless wonders?

They already have the tool they need to take as much time as they want: it's called a motion to table. If 42 aldermen support this stupid ordinance then it seems like they should be able to manage sustaining a motion to table once in a while. Is the Council trying to legislate terms on how the Mayor ram-rods things through the Council? Who's City is this, anyway? The aldermen are in the driver's seat, they always have been, they're just too incompetent to act like it.

So, why just sales of City assets? You mean, if the Mayor wants to ram-rod thru a multi-tens of millions of dollar taxpayer subsidy to an LLC that hasn't formed yet and has no disclosures, on say 2 days notice, the aldermen are cool with that? Or if Daley wants to pass a multi-hundreds of millions bond sale, claiming as always time is of the essence, they're down with that?

Stand up! Table everything you and your constituents are not completely comfortable with. Take your time. Get it right. What's the hurry? Golly gosh, meet more than once a month if you have to. Don't you know how to deal with a school yard bully? I don't think you can legislate Richard M. Daley into acting democratic. I don't think you can legislate him into respecting you.

Itemize every broken meter and every bad ticket issued. You know how to make the other party in a contract beg you to be let out.

Actually, Hugh, they'll do nothing to, in any way, interfere with the schemes which they are all, directly or indirectly, profiting from, either in real money or political capitol. As in 'between politicians' political capitol. All this latest bullshit is their likely to be successful attempts to, once again, feed the 'voters' the pablum that the toothless voters are yammering for. Give the voters anything that requires chewing and they're fucked, because they've yet to cut their baby teeth, let alone adult canines. Not to sound totally apathetic, but, it really is hopeless, what with most of the south and west side residents voting according to what they're told will be 'in their best interests', (those interests being to continue to suck at the taxpayers' tit), and the taxpayers being third and fourth generations removed from having personal experience of anything close to a working democracy, totally indoctrinated into submitting to 'da Chicago Way', there may be 50,000 citizens, total, in this city that have even one brain cell left that works. Maybe. And most of them are either cops or firemen. That's really where there might be some reason to hope, the hatred and contempt with which the cops and firemen hold daley and his criminal cohorts in. In the end, it won't be the typically ball-less 'intellectuals' who'll boot daley and his band of merry thieves out of office, it'll be the cops and firemen who, because they deal with the essence of reality every day, can't be fooled by any of the bullshit, mumbo jumbo, hibbity jibbity crap that the rest of this city's citizens swallow daily, like so many blow job whores. As always, it's the cops and firemen who'll save us from our own stupidities. And, as always, it will be in spite of our ignorant actions and substantially devoid of any appreciation on our parts.

Sorry Frank, but all that allen and the rest of the council knuckleheads have learned is to give the appearance that they are asking questions, because, as you know all too well, just asking questions, even relevant and on point questions, doesn't mean shit, if the answers don't mean shit and/or if nothing is done concerning the answers that do mean more than shit. And we know, for a fact, that nothing will be done, as long as the same assholes are in control of our city, county and state governments, said governments which make laws, make policy, impose and interpret those laws, impose and implement those policies and, as a rule, steal, waste and mismanage everything they touch with their greedy, dishonest and corrupted little paws. There are so many things that those in power could do, to create real jobs for the unemployed, rather than keep the unemployed, unemployed, and, thus, beholden to the crumbs doled out to them, crumbs provided by the working, taxpaying public, and distributed to the unemployed and chronically unemployable, by the very crooks who refuse to do anything to increase employment opportunities and/or training opportunities for said unemployed/underemployed. There are so many things that those in power could do to efficiently expend the taxpayers dollars, for the sole purpose of benefiting said taxpayers, without skimming the lion's share off the top and making themselves and their associates in crime filthy rich. There are so many things that those in power could be doing, rather than what they have been doing, are doing and will continue to do. If, of course, those in power were honest, honorable human beings. And as for Maggie Daley, she's part and parcel of the daley crime family, and far from 'a classy lady'. If you'd ever worked the mayor's security detail, you'd know. And cancer is the least of her sicknesses.
