Pink slips and pay hikes

Last fall Mayor Daley pushed a budget plan through the City Council that included fee and tax hikes as well as hundreds of layoffs. It was painful, he said, but necessary to “keep Chicago moving forward.”

Now, as administration officials are talking about another soaring deficit, it’s increasingly clear that the vast majority of the last round of cuts left city government with fewer people at the front line of delivering services. Among the reductions were dozens of police officers.

Meanwhile, many of the city’s top paid officials have received raises.

I'm not saying the government didn't need to cut some fat before, or that it doesn't still. But when I took a close look at the city payroll from last August, before the layoffs, and one from this month, a few things jumped out:

·        The total number of employees on the payroll fell by 1,517, from 38,702 to 37,185.

·        The number of deputy and assistant superintendents, middle managers, supervisors, program directors, and assistant program directors dropped, by my count, by 134.

·        Front-line workers and support staff accounted for the rest of the pink slips. Among the biggest losses are people who would normally be picking up trash, helping fix potholes, and trying to prevent car accidents: traffic control aides (249 jobs); hand laborers (146); cement mixers (91); asphalt helpers (56); sanitation laborers (51); crossing guards (40); tree trimmers (27).

·        It’s generally considered a political no-no to cut the budget for public safety, but the administration did it anyway. While city officials have said most of the losses were civilian positions, not all of them were. The force is now working with 52 fewer field training officers, which the police union considers essential for turning rookies into good cops. It’s also down 76 police officers, 30 sergeants, and 23 lieutenants.

·        Ironically, or perhaps not, the highest-paid city employee is police superintendent Jody Weis, who makes about $310,000 annually. He’s followed by Mayor Daley, who receives $216,210. Both make the same now as they did last year.

·        But many other top city officials have received a raise.

o       Fire chief Raymond Orozco went from $185,652 to $189,660 when Daley put him in charge of the Office of Emergency Management Communications. But the guy who lost the job running OEMC--that is, Weis--didn’t have his pay cut.  

o       Orozco’s top deputy, John Brooks, got a raise from $172,452 to $185,652 when he assumed day-to-day management of the fire department.

o       Daley’s press secretary, Jackie Heard, went from $172,065 to $177,216.

o       Public health commissioner Terry Mason received a pay hike, from $171,996 to $177,156, even as he’s announced the closing of mental health clinics that serve the indigent.

o       Corporation counsel Mara Georges is now making $173,664, up from $168,600, while Chicago is a national leader in lawsuit payouts.

o       Former CTA head Frank Kruesi, now Daley’s chief lobbyist in Washington, had his salary boosted from $167,808 to $172,848.

How can this be justified? One of the main strategies for cutting the budget should be rolling back some of the highest paid salaries.

JZ, You must be new in town. The Daley motto is and will always be: " DO WHAT I SAY, NOT AS I DO!" He tells the taxpayers he is broke one minute, than spends a couple mill on some lame project the very next day , just so his family and friends can make money. Thats what really aggravates the rank and file worker. If we don't have the money, fine, but than daley turns around and spends hundreds of millions of dollars on these SPECIAL projects.

None of these seem like egregious pay raises to me, especially for those who got promotions to other jobs. They are about what could be expected in any business, and most of them of them are less than the 3-3.5% that CTA workers are getting yearly. (Which lead to them cutting administrative positions.) All the raises you listed add up to $38,000 a year, which would be better used for what, exactly? Hiring a couple more crossing guards? I feel bad for those who lost their jobs, of course, but cutting pay to administrators hurts morale, and its not like we're talking about billion dollar bonuses here. But you know, string 'em up anyway.

Daley's last resort was tax increases. October 15, 2008 Mayor Daley Proposes 2009 Balanced Budget "This is no ordinary year. Many economists believe that our nation's economy is the worst since the Great Depression," Daley said. "Along with every other city and state we're experiencing the same challenges -- a loss of revenue and slow or no growth economies. "City revenues, especially the economically sensitive ones have been impacted," Daley said. He said that real estate transaction tax has fallen month by month and there has been no growth in the sales tax. The income tax is beginning to reflect the impact of the worsening employment situation. "The fact is that our deficit has grown since late July when we announced it would be $420 million next year. We now believe our deficit to be $469 million - and the difference is a direct result of the recession," he said. "Over the next year, we see the nation's economy slowing even further and therefore foresee our revenues continuing to slow, as well. And, as we look forward three or four years we foresee substantial city deficits of approximately $200 million each year through 2012," the Mayor said. Daley has also announced budget reductions including ... the elimination of non-union employee wage increases... ...And, as "a last resort", the proposal seeks to raise a limited amount of new revenue by increasing the top tier of the parking tax and the amusement tax ($19 million), Chicago Public library fines and a limited number of user permit fees ($6 million.)

$38,000 for a select few like Jacklyn Heard who is nothing more than a cover up magician for Daley. Yeah what a waste of money. But the 38k is not the point. THe point is Daley does not know how to run a city when he has no money to shower over his lackeys and hacks. Once the money disappeared he became a two bit hack of a mayor with no ideas whatsoever on how to run a city. Cut public safety, Daleys idea. Cut pothole crews, Daleys idea. etc etc. Increase salaries of those ccovering his useless arse, Daleys idea. daley is a sad pathetic old man with no ideas.

Huberman is getting his pension from CTA. Did the City have any comment on this? The budget is running a huge $12 million/month deficit. These raises do look bad. Where should the City cut to get some money? Sworn make up more than half the titles and have been basically untouched. What to do?

Geils budget is peanuts compared to Daley's. You have no problem with a vampire like Daley stealing homes to enrich his family and friends. The big picture is to stop Daley before the rapes to region. The Soto MO FO is nothling more than a clone of Daley. Soto with sale the residents of Bensenville down the toilet,to get Daley's blessing. Daley with Soto's help will turn Bensenville into a parking lot.

"Daley's House of Cards Typical Daley: * Mayor Daley's $2.5 billion plan to privatize Midway Airport has run into turbulence -- and it just might be grounded entirely -- because of the nation's credit crunch and Wall Street slide, City Hall sources said Monday. An April 6 closing date that would have made Midway the 'first privatization of a major American airport' has been canceled -- and it's likely to be put off for six months to give Midway Investment and Development Company LLC an opportunity to salvage the deal by lining up more equity investors or bank financing. So that's a $2.5 billion hole that won't be filled, including: * An estimated $1.15 billion of the proceeds would have been used to pay off Midway Airport debt. The deal also included: $225 million for police and fire protection; $126 million for soundproofing and Midway capital projects already underway and $19 million for transaction fees and legal expenses. State law requires 90 percent of the $1 billion profit to be used to bankroll city infrastructure projects and shore up under-funded city employee pension funds. That left $100 million to be spent at Daley's discretion. Chief Financial Officer Paul Volpe has said the money would be parceled out to balance the next four city budgets. Now we're going to have 'sponsored' street patching? * Mayor Daley on Tuesday warmed to the idea of KFC filling Chicago potholes — even if it means KFC logos on city streets — so long as the fried chicken chain serves up enough gravy. Last week, Daley’s Lincoln Town Car suffered a flat tire on Pulaski Road after hitting a giant pothole. On Tuesday, the mayor upped the ante so many times he sounded like an auctioneer attempting to sell pothole patching to the highest bidder. 'If they give us $25 million or $30 million, we’d be glad to look at it. . . . I want the money up front. I’ll take $50 million if you give me $50 million,' he said. Wow. And this guy wins elections. UPDATE: Here's an interesting tidbit tucked away in the article: * Asked to assess the chances the blockbuster deal will ever go through, the source said, 'I wouldn't put odds on it. No matter what happens, the city gets $126 million. That's more for the city budget than the city gets' if the deal goes through, because of strings attached to the larger pot of money. Even if it fails, the City gets $126 million? Who's stealing that money?"

Some suburban leaders say the former Daley campaign coordinators are involved in local politics because they want to ensure the election of leaders friendly to the city's $15 billion plan to expand O'Hare International Airport. For state Rep. Rosemary Mulligan (R-Des Plaines), this is just the latest push in a long-running Chicago Democratic scheme to effectively transform Bensenville and Des Plaines into the city's 51st and 52nd Wards. "It would not surprise me if [Daley] is building up friends here," Mulligan said. "The goal is to take over the local communities, to make sure we don't protest expansion." Suburban fears of a Chicago machine assault center on the involvement of former Daley political operative Thomas Manion in the campaigns for Bensenville mayoral challenger Frank Soto and Des Plaines mayoral candidate Marty Moylan. Another one-time Daley campaign worker and city employee, Diana Paluch, is coordinating the campaign mailings for Soto and Moylan, Manion said. Moylan also is getting campaign help from Rich Pope, a former city employee and Northwest Side Daley campaign ward coordinator. Pope's name appeared as the sponsor of a dozen job seekers on the "clout list" entered into evidence at the 2006 political hiring fraud trial of longtime Daley patronage chief Robert Sorich, federal court records show. "I don't know those people or what they're doing out in Des Plaines or Bensenville," Heard said of the former mayoral operatives. On Tuesday, Manion acknowledged he has helped rally labor support for Soto. But Manion said he is doing it because Soto is a good man and thinks it is time for a change at the top in Bensenville. "I haven't seen Mayor Daley in probably a couple of years," Manion said. "That's not what this is all about." Manion, who lives in Elmhurst, directed Daley's campaign field operation in 1991 and has since worked with former top Daley aide Terry Teele. Soto said he knows Manion because his daughter plays with Manion's daughter on the same junior high basketball team. But Soto said he was unaware Manion has lobbied the Daley administration for O'Hare contractors, including Christy Webber Landscapes. Bensenville would be better served to accept O'Hare expansion as inevitable and sit at the table with Chicago officials to negotiate better terms for the community, Soto said. Manion added that Bensenville is in a unique position to benefit from Daley's O'Hare expansion, which will result in homes and businesses bulldozed. "Development on the west side of the airport is going to be tremendous," Manion said. "It's going to be another Rosemont overnight." Geils is unnerved by all of the money Soto is getting for his campaign from such staunch Daley loyalists as the Chicagoland Chamber of Commerce and the carpenters union. "Daley is trying to eliminate the last man standing in opposition to expansion and put in his own guys," Geils said. Like Geils, Des Plaines leaders once were firm opponents of O'Hare expansion. But that opposition has eroded in recent years. Pope, who organized 30th Ward workers in Daley's 1995 re-election run, said his Chicago political activity "was another life" before his move to Des Plaines a couple of years ago. He said he got involved because he thinks Moylan, a union business agent, is the best of the four candidates for the vacant mayoral seat in the northwest suburb. "I'm a glorified volunteer—maybe a couple steps above a volunteer," Pope said Tuesday. Pope said voters are not concerned about his old political ties and care about how the candidates would prevent Des Plaines River flooding or spend the money from a new casino.

Jody Weis said Friday he is working to expand the number of officers who can be considered for merit promotions and, ultimately, make it a system where 'you don't have to know someone.' One of the more far-reaching ideas -- and one still in the planning stages -- would open up merit selection applications to anyone who has passed a test for advancement. Um, newsflash? If you pass part one, you are already eligible for the 'merit' selection process. It says so in the test order. And some people are so confident of their ability to get 'merit' promoted, they don't even show up for part two of the test. Hey J-Fed? Did anyone ever tell you that part of the 'merit' process? Maybe for the next round of picks, you could see what their combined score and actual test rank is? Bet you'll be surprised. Here's an interesting thing we noticed. The Sun Times article is written by Anne Sweeney. If you go to the Southtown Star article, also written by Anne Sweeney, you get this incorrect tidbit: * Under current promotion practices, 20 percent of the positions are filled by those who are recommended based on merit. Most positions are filled based on a test score. It's only 20% for Detective spots. For Sergeant and above, the 'merit' selections are 30%. But it's amusing that two completely different errors can make it through into two different papers both owned by the STNG conglomerate and both errors convey to the reader that everything on the CPD is on the up-and-up when it isn't. Anne better have a couple of talks - one with her source and the other with her editors."

The mental health clinics in Chicago are a joke. The majority of their mentally ill clients don't take their medications or don't even show up for their appointments. If they do, it's only because their SSI 'disability' (if you can call drug and alcohol dependence a disability) payments will be held up or they won't get their kids back. Then they go once or twice and you don't see them again for another six months until someone threatens to hold back on their money that comes from all of us---taxpayers.
