What Weiss has demonstrated to the rank and file so far is a lack of communication, poor leadership an ineffective management of resources. Traditionally, the majority of rank and file on the Chicago Police Department has never agreed so much on anything as much as how poorly managed the Department has become under Weiss's administration. Can it be fixed?
