This just in--and this, and this . . .

Did you hear the news?

The Chicago Yacht Club hosted a regatta last week. I know all about it because the Chicago 2016 Olympic Committee sent me a press release.

The Olympic Committee frequently e-mails me--and apparently lots of other reporters in town--PR with the latest. Somehow, no matter what the news, it always involves the Olympics.

Did you know that the Olympic Committee is operating a booth at Taste of Chicago? Well, they are, according to their June 30 press release. Let's hope they're not serving up salmonella.

They're also asking "schools, churches and other community organizations to help increase minority participation" in swimming, according to a June 25 press release. That's nice. Let's hope that--having recently shelled out $22 million on a new Streeterville headquarters--the Park District has enough money to pay for instructors.

And the 2016 games will be "green-friendly" because the committee puts "great emphasis on environmental protection," according to another June 25 press release. Never mind the trees and plants that may be plowed over in Jackson, Douglas, Lincoln, and Washington parks to make way for Olympic arenas.

Oh yes, June 23 was officially "Olympic Day" in Chicago, according to yet another release. Silly me, I thought every day was Olympic Day in the great city of Chicago.

I expect that one morning I'll turn on my computer to discover an e-mail telling me the sun rose in the east, brought to you by Mayor Daley and Chicago 2016.

I have to give the committee credit. They've run an impressively relentless, upbeat, and sunny PR campaign, giving reporters and photographers an excuse to attend regularly scheduled photo ops featuring the happy smiles of local children. PR firm Hill & Knowlton works hard for its million-dollar contracts.

But what they don't tell you--what they'll probably never tell you--is that the games will costs hundreds of millions of property tax dollars that might otherwise go to schools and park programs for all those happy, smiling children. Mayor Daley still hasn't admitted that the Olympic Village will be built with TIF money--it took Fourth Ward alderman Toni Preckwinkle to let that cat out of the bag .

But no need to sweat the boring details of what the games will cost you, Chicago. Just don't forget to save the date: Chicago Believes, Chicago 2016's next fund-raiser, is coming up at Millennium Park July 14.

If Chicago gets the Olympics (which won't shock me, since the IOC is made up of a bunch of petty tyrants, just like Daley), all I expect him to see of it is the Olympic torch relay as it winds its way past whatever federal prison he is sent to.

What else can explain why Daley and his crew are so successful at the 'games' they play? Next: "The Chicago Park District is so short of funds it’s cutting programs, raising fees, and telling community groups that if they want a playlot, soccer field, or running track, they’ll need to raise the money themselves. Nevertheless, it has somehow found roughly $22 million to spend on Streeterville real estate for its central office. The district has been renting there since 2001, and officials say the conversion to ownership, which the board approved in February, will save about $720,000 a year in property taxes. That sounds good—if only it were that simple. A close look at the transaction shows public officials making irresponsible deals with powerful people at great expense to taxpayers... The building was owned by the Teachers’ Retirement System of Illinois, the massive pension fund that oversees the retirement and disability savings of thousands of teachers throughout the state. The TRS has been in the news lately because former board member Stuart Levine is now the key witness against Tony Rezko, who’s on trial for, among other things, shaking down contributions from investment firms looking to do business with the fund. By early 2006 the fund had decided to sell the building and offered it to the Park District, which took a pass, according to Eva Golterman, a spokeswoman for the pension fund. 'I think you can understand why the Park District would not want to be in the business of operating commercial real estate,' Golterman says. Fair enough. But the pension fund also offered to sell the Park District only the six floors—or 110,000 square feet—it occupied, and the district rejected that proposal as well. 'You’ll have to ask the Park District about that,' says Golterman. According to Mitchell, the district decided not to purchase the floors because 'we didn’t have the money then.' The fund ended up selling the building for about $61 million in June 2006 to a consortium that included Golub & Company, which has owned or managed more than $4 billion worth of commercial property around the world, and Wachovia Bank, based in North Carolina. (In December of that year Eugene Golub, who owns Golub & Company, contributed $50,000 to Mayor Daley’s reelection fund.) When the deal went through, the Park District was asked to start paying some of the building’s property taxes. Here’s why. As a government entity with taxing authority, the Park District doesn’t have to pay taxes on its property or property it rents that’s owned by another public agency. But in our convoluted system, even taxing bodies like the Park District can end up paying property taxes when it leases from for-profit landlords. In this case, as long as the building was owned by the pension fund—a public entity—no one had to pay property taxes on the Park District’s space, which accounted for about 22 percent of the property, according to the county assessor’s office. The fund was responsible for the taxes on the other 78 percent of the building. But when Golub bought the building the tax exemption on the district’s space vanished. Golub would be responsible for taxes on the entire property, and it had the option of passing those costs on to its tenants, including the Park District. And it did. Mitchell says the district would have to pay those taxes through 2013, when its lease expired. So to avoid paying another five years of property taxes, or about $3.6 million, the district decided to spend $22 million to buy the floors it occupied. Get it? 'We didn’t really have a choice,' says Mitchell. 'It’s my understanding that we can’t ask for a waiver on the property taxes.' Originally the company offered to sell the district its space for $35 million (or $297 a square foot). But the Park District held firm, finally bringing Golub down to about $22 million ($197 a square foot). 'We have the money now,' says Mitchell. 'It’s a good deal.' But still not as good as the one the Park District passed up in 2006, when the pension fund offered to sell the same space for $12.3 million, or $112 a square foot. Golub, on the other hand, did get a pretty good deal. Back in 1988, the pension fund paid about $77.50 a square foot for the building. Golub bought it for $112 a square foot in 2006. Then the Park District agreed to buy its portion for $197 a square foot in 2007. In other words, the price of the building’s square footage rose about 45 percent in the 18 years between 1988 and 2006 and then 76 percent more in the last year. In short, the Park District agreed to pay more in 2007 than it would have had to in 2006 to buy its space in a high-rent building that it really doesn’t need—all in order to avoid paying property taxes it shouldn’t have to pay. It seems obvious that the district could make better use of all that taxpayer money by setting up shop somewhere cheaper—maybe something could have been worked out with its Soldier Field tenant, the Bears. The city and Park District own property all over the place — couldn’t something have been found? Mitchell says it would cost at least $30 million to move their computers and equipment and refit a new building. (Of course, these calculations were made by some of the same wizards who negotiated the lease.) Besides, he says, there is no space—absolutely none—available in any building owned by the city or Park District. So the district has no choice but to stay in Streeterville, and as long as they’re staying they might as well own. Think of it as a onetime expense, says Mitchell: 'We won’t have to pay rent anymore.' A side note: The Park District got the $22 million for this real estate purchase from a pool of money created when it leased four downtown garages in 2006. If you remember that harebrained scheme, the district had to lease those garages to pay off the debt on Millennium Park. The park might have been paid for by raising the hotel-motel tax, but—oops!—that one was already overburdened by the reconstruction of Soldier Field, which is why the central office had to move in the first place. At a press conference announcing the leasing of those garages Mayor Daley promised to spend at least $122 million refurbishing neighborhood parks. Make that $100 million. I’m hoping this $22 million is the last the public has to shell out for the dreadful Soldier Field project. But, this being the Chicago Park District, you never know." Yep, you never know. And that's how the thieves like it. Next: "A South Side alderman is urging Mayor Daley to create a new tax-increment financing district to generate the millions needed to turn the soon to be closed Michael Reese Hospital campus into a $1.1 billion Olympic Village. 'We're gonna need as many resources as we can possibly get to do this because of the expense of building new streets, water, sewers and whatever else we're gonna need,' said Ald. Toni Preckwinkle (4th)." Looks like Toni's jumped onto the TIF bandwagon. And the Olympic 'dream'. How independent of her. "Her plan calls for creating the new district within the existing Bronzeville TIF. TIFs don't raise taxes, they re-direct them away from schools, parks and other local government agencies bankrolled by property taxes. Property taxes within a TIF district are frozen at existing levels for 23 years. Any increase over the starting tax base is funnelled into a pool used for specific purposes, primarily infrastructure improvements, business subsidies and environmental cleanup. Preckwinkle acknowledged that the "TIF-within-a-TIF" concept would be a precedent-setting first for Chicago." How progressive. Not only will the original TIF funds (taxes) be diverted from their legitimate purposes, but Toni wants to piggy back on them, thus, presumably, increasing the amount of taxes diverted. That will sure help serve her ward's needs. All for what, to enrich the midget mayor's pals and cronies? You betcha.

When Will This Liar be Disbarred? "Angry, Job Hoppin' Tranny" is an incredible bit of slander written by mechanics liens attorney Thomas J. Westgard, who "works" and resides in Rogers Park, Chicago. The post by Westgard (which has been archived, of course) is a sadly typical piece of writing by him. In the post linked here, he claims that I am a Canadian national (not true), formerly a female (not true) and that I was fired from my last two jobs (not true). Additionally, the "progressive Democrat" Tom Westgard engages in vile hate speech with that post, by using the term "tranny," which he knows to be offensive to transgendered people. In order to slander me in his May 15 post, he is quite happy to slander an entire group of people - people that his Democrat Party claim to be compassionate towards. Is this any way for an attorney to act? Westgard is a close associate of Jim Ginderske, for 49th Ward aldermanic candidate. Westgard was Ginderske's campaign chair from 2006 until Ginderske was defeated in February, 2007. Ginderske is currently a crony of Alderman Joe Moore. Westgard has also slandered a Pritzker and a project associated with him, The Morse Theatre in Rogers Park. The theatre is the project of Andy McGhee. James Pritzker is involved financially. Westgard manages to slander the project, Pritzker and McGhee in one post (also archived, of course). When will somebody have the balls to sue this bastard and get his sorry ass out of the Illinois Bar? When will his associates realize how evil Thomas J. Westgard is?

Now, why wouldn't racial minorities be more involved in swimming in Chicago? Well, could be that we take the best place to go swimming for kids with limited funds, and we slather it up with a whole bunch of rules that effectively prevent swimming. "Don't go above your knees," for example. "Stay within 15 feet of the boat," for another. Even if you already know how to swim, it sucks all the fun out of it. Then, you have the rules enforced by a bunch of upper-middle-class white teenagers, called "Lifeguards." Presto-changeo! No minority swimming in Chicago!

Some of the things you say I agree with. My problem with you is you keep attacking the symptom,and not the disease. Sorry !!for the lost of Officer Francis. If you want to into the Turner diary bullshit ...fine. 40% is a bit too high. The police exist, to take society out of the state of nature. Our corrupt political system has turned the police into revenue agents for the state ,instead of Peace officers. There is much blame to go around. I didn't see police organizations jumps up when two corrupt officers and Dick Devine tried to railroad two small children for Harris murder. What did you think would happen when Daley and his developers razed the projects. The former residents would evaporate. Murders and gang territorial disputes are at a all time high,due to CHA displacement. Personally some of the Whites were not pushed out ,they ran. Not just in Black neighborhoods but also in Changing White to Latino. West 31th street was majority White when I was a child,now it is all Latino. I feel the taste people or the Illinois restaurant association should hire their own security for taste,and use the police as backup. I do agree admission should be charged,for taste. Police are not allowed to use stun guns and tasers,this is a joke. I have no problem with cops whipping some ass when needed,to restore order. Remember Daley, Jesse, Burke, benefit from the same political order. Politically you may have many Blacks in agreement with you, on a lot of issues.Let s stop wasting time assigning blame and fine common ground and go after the political order in Chicago.

What was posted was a small sampling of the comments posted on a few of the most recent articles posted on: http://secondcitycop.blogspot.com/ These comments come from many different individuals, most CPD officers, some out of town law enforcement officers, some family and/or friends of law enforcement officers, some from the 'average' citizen/reader, some from the mayor's troll patrol and, occasionally, even some from the gang banging thugs themselves. SCC moderates their site, quite generously allowing many points of view to appear in the comments to articles sections. This small sampling was posted here as an invitation, by this humble visitor, to any and all citizens interested in expanding their understanding past the tips of their noses. In that spirit, allow me to bounce a few observations off of your observations: "My problem with you is you keep attacking the symptom,and not the disease." Read the blog. Delve deep into, at the very least, the past few months worth of articles and comments. There is much more to it than the above small sampling. Contrary to the popular opinion promoted by the media and our political whores, cops, experienced cops, know much more about the realities of life than most citizens, and are, indeed, smarter than the average bear. Permit me to attempt to clarify what I think you're trying to say, to wit: Those entrusted with the authorities to enforce the law, said law(s) presumably created for the sole purpose of providing a set of rules to guide the behaviors of a given group of human beings, both by requiring and prohibiting, for the laudable goal of ensuring the peaceful coexistence of same, must, by the very nature of their purpose, apply those laws fairly, honestly, and, on occasion, with the use of force when required, upon all members of said group of human beings, commonly known as society. Were human beings provably capable of independently controlling their individual behaviors to ensure the aforementioned peaceful coexistence, no laws would be needed and, thus, no enforcers of law. As has been recently seen, no such reliably consistent capability exists in the present natures of the human species. Thus, the dog eat dog world in which we live. If you do, indeed, read the blog, you will find that many police officers do resent being used as the modern day versions of the Sheriff of Nottingham's extortion collection agents. Sure, some cops are active, and enthusiastic, participants in this system of corruption, but they are as much in the minority as the average citizen is. Patronage, nepotism, corruption, fraud and waste in government has infected the CPD and, once again, if you read the blog, you'll see that many cops despise this reality just as much, or more, than any taxpaying, and thinking, citizen does. Cops know all about what's been happening for the past 10 years, they know, they KNOW. It's that they're not permitted to do what they KNOW needs to be done. It's that they're impeded from doing what needs to be done by those who either profit from what needs to be done NOT being done or by those who don't understand, or won't understand, just what the phrase 'dog eat dog world' can truly mean. If the news media wasn't so thoroughly controlled by the political and business interests in this city and county, you, the citizen, would be as aware of the true meaning of a 'dog eat dog world' as cops are. You got a 'taste' of it on Thursday night, (pun intended), and what happened downtown happens regularly in the neighborhoods and areas that this mayor, and his thoroughly corrupted and controlled city council, not only don't give a fuck about, but, in actuality, want to remain in a consistent state of chaos, for purposes I'll leave to your capable imagination and speculation. by all means, let's 'take back' our city. certainly, let's authorize our police to use lethal force against the animals in order to keep our beautiful city safe and wonderful. everything's fair in law and order, right? but i say let's go one step further. forget curfews and loitering laws, political correctness, civil rights and whatnot. civil rights are for pussies! 1. let's quarantine those 'animals.' let's just round them all up, build a huge concrete fence around their neighborhoods and let them rot. everyone will be relieved, won't they? they can shoot each other and leave all us nice people alone. maybe we won't even have to give them city services! 'animals' don't get services - only people get services. theoretically, we could shut down sanitation, sewage, power down their grid, health and human services could be cut to a shoestring and maybe cut their schools loose, which suck, anyway. no one would notice. think of all the money it would save. by then, maybe we could get our new police contract. we could draw a jagged line separating the south and west sides from the rest of us. there would be zones - red for 'violent and dangerous' and maybe white for 'peaceful and civilized.' or Red for Them and White for Us. something like that. sure, public transportation would suck between the zones, but maybe we can have separate train cars - one for those Red Zone dwellers and the rest for us. we could block their windows so Red Zoners could pass through our fair city, blind to its cleanliness and beauty. our safety and order would be completely removed from them. 2. eventually, we could replace the aldermanic council with a tribunal - run by the police department, of course. all those citizen boards could kiss our asses! they can just bow down and lick our black, shiny boots. how wonderful if the mayor could be replaced by a big patriotic guy in a uniform and a gun. Here's a proposal unlikely to be adopted by those devoid of reason: Buy a home located in the west or south side of the city; there are many for sale, either by their owners trying to avoid having a finalized foreclosure on their credit records, or by the lenders, who have been stuck with foreclosing on properties that are now worth less than the outstanding balance owed.
