During his ten-year reign as president of the CTA, Frank Kruesi made so many blunders it's hard to know where to begin.
He wasted time, money, and effort on projects that were either redundant or needlessly extravagant (think Pink Line, Brown Line reconstruction, and of course the idiotic underground station at Block 37). At the same time, he overlooked basic repairs and maintenance, with the result that service is slower and less dependable than it's been in years.
But perhaps his greatest failing came in his role as chief public representative of the agency he headed. The man was consistently arrogant, rude, and contemptuous of anyone he deemed beneath himself -- that by and large being everyone he ever met. Over the years I don't know how many people -- aldermen, congressmen, CTA staffers, ordinary riders -- told me how much they despised him for his treatment of them -- and of the public. One of the most memorable meetings I've ever witnessed occurred three years ago at Clemente High School, where dozens of riders turned out to protest yet another one of Kruesi's doomsday budgets. Kruesi infuriated the long-suffering crowd, spending much of the evening rolling his eyes or whispering to CTA board chair Carole Brown (who apparently couldn't stand the guy either).
The group he alienated as much as any were the people he needed the most: state legislators he was counting on to send more transportation dollars to keep the trains and buses running. When Daley finally bowed to reality and replaced Kruesi with Ron Huberman last spring, most legislators I know rejoiced that they'd no longer have to deal with him.
So having ousted Kruesi from the public payroll for his divisiveness and ineffectiveness, what has Mayor Daley decided to do with his longtime friend? Put him back on the payroll as the city's chief federal lobbyist in Washington.
Let's get this straight: Daley's hiring an insufferably arrogant and ineffective negotiator for a $143,000-a-year position that requires tact, diplomacy, and the ability to schmooze congressmen and federal regulators?
"His job is to help make sure our relationship with the federal government is as productive as it can be toward helping to improve the quality of life for all Chicagoans," Daley said in a press statement, released just after the mayor took off for Italy on yet another one of his international junkets.
Why did the mayor appoint a man so eminently ill-suited to this important post? As near as I can tell, there are two reasons. (1) He wanted to take care of a loyal factotum of long standing (Kruesi's been working for Daley in one capacity or another since the 70s). (2) Because he can.

Frank Kruesi did his job at CTA, he brought in Daley lackeys Tim Degnan, Mike Wojcik, John Malatesta, Rich Pope, and Mike Harjung to collect double bubble! Now they bring in Miss Wonderful to make it look like a change! The daley Mob continues its rule, with the public standing with it's thumb in its ass!
(3) Could Kruesi be Richie's go-between with the Republicans, in a deal which will have Daley sabotaging the Democrat's Presidential candidate to favor the Republicans? (4) Kruesi's going to DC to bird dog for Daley's Democratic machine faction, to give Richie an edge over Madigan's and Blago's factions? (5) Just to get Kruesi out of town, before the feds figure out just how deep in the shit Kruesi really is? (6) Not a reward, but a payoff/hush money, to keep Kruesi from spilling his guts, figuratively speaking? (7) Ditto #6, but literally speaking, as in, have his guts spilled? (8) To have Kruesi do what he does, as in piss off everyone he comes in contact with, thus setting up another issue for the Democratic Presidential nominee to exploit, as in 'Those mean, cheapskate Republicans won't give Chicago it's fair share of federal funds, so we gotta elect a Democrat to the Presidency, just to have a fair hearing on our city's needs? (9) ??????????? Daley never does anything for simple reasons, all his moves have a variety of multiple complex reasons behind them.
7 December 2007 PRESS RELEASE Chicago, 7 December 2007 City of Chicagoâs Settlement of Police Torture Case Patterson v. Burge for Five Million Dollars The law firm of Ãvila & Tomic, LLC, are pleased to announce that we have secured a settlement on behalf of torture victim Aaron Patterson from the City of Chicago and the former police officers who tortured and framed him and secured the false conviction and death sentence. The city, on behalf of itself, retired police lieutenant Jon Burge, and the retired police detectives who served under Lt. Burge, have agreed to pay five million dollars for what they did to Aaron Patterson. In 1986, Area 2 detectives, under the command of Lieutenant Burge, wanted to clear the case of the of the Sanchez murders. Detective Joseph Danzl coerced the 16-year-old neiece of another suspect into implicating Aaron Patterson for the murders. Mr. Patterson, then 21-years of age, had been a periodic annoyance to the Area 2 detectives. He had been a member of a gang, but he was different somehow; the son of a public school teacher and a Chicago Police lieutenant, Aaron earned good marks in school, restricted his violence to other gang members, and was rapidly straightening his life out by serving honourably in the Illinois Army National Guard and taking the Chicago police examination. None of that mattered to the sadistic lieutenant Burge. His now infamous interrogation rooms at Area 2 were torture chambers, where suffocation, hitting suspects with telephone books, clipping electrical leads to suspectsâ testicles and sending shocks with a generator, threatening suspects with pistols and revolvers at the menâs heads, and simply beating the men with their fists were all employed to force the primarily African-American suspects into signing whatever false âconfessionâ Lt. Burge and his detectives wanted to clear their cases. Meanwhile, the actual culprits of the crimes were free to continue to prey on the citizens of Area 2. Lt. Burge, Sergeant Jack Byrne, and Detectives Danzl, Ray Madigan, William Marley, Dan McWeeny, William Pedersen and James Pienta suffocated Aaron Patterson with a vinyl typewriter cover until he passed out from lack of oxygen, beat him with their fists, and threatened him with a revolver. Eventually, as anyone would, Aaron cracked and signed the false âconfessionâ in order to save his own life. He told his attorney, he told the judge when he was first arraigned, but it was too late. Between the false âconfessionâ and the fake âwitnessâ (who recanted), Aaron was convicted and sentenced to be executed. Aaron and spent the next sixteen years proving his innocence, as did the other victims of Lt. Burge. During lost his twenties and thirties to corrupt Chicago Policemen and awaited the executionerâs needle for a crime he never committed. Governor Ryan granted him a full pardon for innocence in January 2003. It is unfortunate that Aaron Patterson was abandoned by his former attorneys, the so-called âPeopleâs Law Office,â (a private law firm, despite its name) and nearly the entire case. Mr Kruesi hands were tied by the State legistators. CTA would be up and running if not for a lack of Federal and State funding. I had a hard time picking up Frank Cocohead's radio show on halsted. I bet he spewed out all the little man garbage. I bet he would kiss Mayor Daley's left nut to get his sewer job back. Anyway I wish Frank would invit me as a guest,so that there would be balance.

The last time Kruesi was sent to DC, it was punishment because the mayor got wind of Kruesi and Barb Grochala office romance while both were married to other people. Something tells me there is more to this move too.

When Mayor Daley was a State Senator his Roommate was Frank Kruesi. That is a fact. D.W. got the scoops.

So, the mayor 'fires', or, if one prefers, 'accepts' the resignation of Frank Kruesi, then, after some times passes, re-hires Frank Kruesi. It would be interesting to know how many individuals have had this same experience with this same mayor, and who they were, what jobs they held first, at what salary and for how long, and what job they were re-hired to do, at what salary, and how much time passed between their being fired/resigned and their being re-hired. Also, if possible, what historical relationship each individual, who has had the same experience, has had with this mayor.
What Ben misses in his analysis of the appointment of Frank Kreusi to head the Chicago office in D.C. is that Frank Kreusi for a number of years held one of the top posts in the U.S. Department of Transportation; was widely regarded by people in both the public and private sectors of that industry as brilliant; that transportation is and always has been one of the primary reasons for the existence and continued relevance of Chicago; and that dealing for Chicago in Washington involves a different audience and different skills than dealing with the public who ride the L trains. Frank would not be a good alderman, perhaps, but he is an excellent choice to run our office in D.C. and we are fortunate as a city to have someone with his background and ability and relationships for that post.
If "...Frank Kreusi...was widely regarded by people in both the public and private sectors of that industry as brilliant...", than, why is the CTA so totally fucked up? Since you seem to know about these things, maybe you can give us all a detailed history of Kruesi's tenure at the CTA, with all the specifics on the many positive things he accomplished. And, if you can think of any negative things that Kruesi is responsible for, you could be specific about those, too.
I suspect that Kreusi's still on the payroll because he knows where a great many of the bodies are buried. He's been Richie's hatchetman for getting close to thirty years now, and you've got to wonder what he could tell Pat Fitzgerald's guys about Richie if he decided to. I know a number of people that have worked with Kreusi, and the consensus is that his salient qualities are loyalty and thuggishness - sort of like Karl Rove, except with an 86 IQ. His administration of the CTA proves beyond any sort of a doubt that, far from being some sort of genius visionary, he's not even a remotely competent administrator. Sending him to DC as the City's lobbyist seems to be merely the latest episode in Richie's very public losing of the few marbles he ever had.
