Nice work if you can keep it

It's hard not to conclude that the city's hiring process is a mess. 

Earlier this week court-appointed hiring monitor Noelle Brennan said that 1,451 former city employees had filed claims saying they'd been passed over for jobs or promotions because they didn't have political connections.

Then 50 employees in the Department of Human Resources found their jobs advertised on Craigslist. Their superiors told them they'd need to reapply for their positions and be willing to take reduced pay as part of a department reorganization.

A few weeks ago the City Council approved Mayor Daley's plan to create a new office to oversee compliance with fair-hiring rules, even though Human Resources and the Inspector General's Office are supposed to do that. Several aldermen who voted for the plan said they didn't like it but decided to go along with the mayor because it was clear he was going to win. Brennan, IG David Hoffman, and antipatronage attorney Michael Shakman all ripped the plan.

These incidents all show, once again, how difficult it is for city employees, aspiring city employees, advocates of good government, taxpayers, or the federal courts to grasp--let alone reform--the insular and often rigged employment process at the city of Chicago.

And anyone who gets in should make sure to keep their bosses and sponsors happy. Data acquired from the city's Human Resources Board show that when city workers are fired, they have little chance of winning their jobs back [scroll down to "The Coconut Brings in a Closer"].

Since 2002, 149 city workers have appealed their terminations. Thirty have had their punishments reduced to suspensions. Seven have won a complete reversal. The others have lost their jobs for good.

Meanwhile, the city has struggled to discipline abusive and corrupt cops, and Christopher Kozicki is protected by the mayor. And let's not even get into the mess in Cook County, where Patty Young, the girlfriend of commissioner William Beavers, worked briefly in the purchasing department this week. She denied having done so, saying "I don't know who offered  [the job] to me, but it wasn't enough money, so I didn't take it."  Young, on "stress leave" from CDOT, would have reported to the wife of Todd Stroger's best friend, who heads the department; Stroger's cousin Vincent Jones is a deputy there.

To get your job back from the City of Chicago some major things need to occur. 1. You need a great lawyer. 2. You must be not guilty beyond a shadow of a doubt. 3. You must be a outstanding and honest worker. 4. Most important, you need a great lawyer. 5. You need an awesome well paid lawyer. Anyone picking up on a pattern?

You missed one thing, they need a honest as well as a good lawyer. Many Chicago lawyer will not take a case against the city, for fear it will preclude them from getting legal work from the city ,or county. To become a state judge a lawyer must go through ED BURKE or MICHAEL MADIGAN. To become a federal judge, a lawyer must be approve by a US Senator. Some times Federal Judges exhibit independence, unlike hacked up circuit court judges. Whenever a circuit court judge bucks the party line,and rules against the city,the State appeals will protect Daley and the city. Remember the city has tort immunity against neligence,and other oppressive practices. In other words, it is extremely difficult to beat or find justice from Daley in court. Many attorneys will walk away from someone ,or charge absorbent rates. Justice definitely will not be found in the court system. Getting this garbage out of office is our only hope. Didn't Shakespeare state" kill all the lawyers"

I'M pretty sick of all the many crooks, schemers, liars and rascals controlling my city, county and state governments. I'M pretty sick of working my ass off, only to have the likes of orioboy, 11th man, kosiki and their ilk bleed me in taxes and gloat about it. I'M pretty sick of being lied to, by the likes of daley, madigan, stroger, jones and too many names to list, all manipulating thieves, liars and scam artists. Has anyone got a link to a complete list of City jobs and salaries? Be nice if we the people could see exactly where our money's going. I seem to recall the Sun-Times prints a list annually of the City budget and that lists all the information. Unskilled City laborers on $70k a year plus handsome benefits and pensions and otherwise unemployable fuckwits picking up similar sized paychekcs for doing nothing more than robbing taxpayers. What time does the revolution start? If it doesn't clash with the Bears game, count me in.

The human resource board should just be eliminated. It's nothing but a tool for the mayor to hurt opposition and save his people. It would save the taxpayers millions of dollars . My appeal cost the taxpayers over $600,000.00 The appeal officer in my case,Roger Balla,made the majority of the money . all he did during the case was sleep. Mayor daley is in a budget crunch. Get rid of the Human Resource Board and save the taxpayers Millionsof wasted money!

Getting back on track. How much does Hearing officer Roger Balla make? Human Resource Board Members Reverand Lucius Hall, Enrico Marabelli, Gerry Chico's Nephew,and Tom Aumann. As a matter of fact, whats the Budget for the all operation? $5 million or $8 million . It's a waste and nothing but patronage positions. The Us attorney should be all over this department. Mayor Din-Dong wants to save money, get rid of this waste of taxpayers money!

Ever notice that, when these 'budget shortfalls' are announced, they are always accompanied by blatant threats to cut/reduce/eliminate ESSENTIAL city, county or state services to the MOST NEEDY and MOST VULNERABLE citizens? That they NEVER threaten to cut THEIR OWN bloated salaries? Or the bloated salaries of their buddies? Or their own heavily padded staff? Or their pals and buddies sweet contract deals? Or ANYTHING other than those expenditures of our tax dollars that assist those in GREATEST NEED and LEAST ABLE to do without said ESSENTIAL services, be they city, county or state? What a great bunch of public servants we have. Self-sacrificers all. As long as those sacrifices are made by OTHER selves than themselves.

I find it extremely odd that, given the supposed highly skilled nature of the many investigative reporters, working for the many print and television corporations that 'serve' this region, you'd think that at least ONE of these highly skilled and professionally trained investigative reporters would be able to have discovered what our own commenter Hugh has discovered. Namely, that there's something rotten in EVERY aspect of our city, county and state governments. Namely, that our election processes are chocked full of fraud and corruptions. Namely, that our state and federal Constitutional Rights are being violated EVERY election. Namely, that they, the so-called journalists, the historical '4th Estate', the presumed 'protectors' of the public's 'right to know', have failed to live up to their own self-touted responsibilities. Are there no end to the lies and liars?

My natural sense of humility precludes me from being offended by your lumping my humble attempts to provide a means to achieve "....only when the average citizen who isn't employed in one of these government jobs gets sick and tired of paying so much for so little will anything change.". If you had spent as much time and mental effort considering my HAVE NO DOUBT, VOTE INCUMBENTS OUT strategy, as you have considering the posts of the authentic assholes you refer to, you might find that this voting strategy WILL be successful in stopping "...these useless pieces of shit..." from continuing to cheat, steal and rob us taxpayers blind. If anything, your perspective implies that you'd be strongly supportive of my strategy. It is amazing how people pop up on this blog and attempt to censor,or muzzle the comments of others. This guy whom you commented to, calls, everyone fired by Daley unworthy to criticize DALEY,and are disgruntled AND should not speak about corruption,and institutional racism in city departments. Daley has fired people ,whom displeases him for any petty reason ,and the firing will be up held by his puppet personnel board. I refuses to be silent and quietly accept tyranny and enslavement by warlord DALEY, AND HIS MINIONS. So if you have problems with coconut, or get the vote out, i strongly suggest you go to another Blog.

When people post comments implying that they want to read intelligent, well-reasoned ideas on how to solve the many problems created by the self-serving assholes who presently infest our city, county and state governments, yet have no ideas of their own to contribute, I always wonder if these folks are for real. The machine hack apologists are obvious in their agendas, but these occasional knuckleheads who post, only criticizing the content of other people's posts, are a bit more difficult to figure. What do they think they are accomplishing? Or do they think at all? As for the 'vote out all incumbents' guy, wouldn't it be nice if people picked up on his idea, got excited about the possibility of it working and actually did it? And, if the people who believe they could do a much better, and more honest and fair, job than the people in power now, would run for office? All happening in the same election? Now, that would give those bored with this blog something to talk about.

It really is a slap in the face,to the hard working employees of the City of Chicago,when they have to deal with Patronage and institutional racisim. I am a Chicago Fire Dept. Paramedic,back in Feb. of this year I was passed up for a Promotion to supervisor. For the above reasons. The Fire Dept. promoted 2 white Supervisors, the three of us had the same score. It gets even better. At the time I was passed up for a promotion there where 5 posistion available.So the Dept. decides to tear down the list and give another test. The Fire Dept. spent nearly a Million Dollars to administer a new test and to date has spent over 500k in overtime, since the begining of the the year. The Fire Dept. now waits for the results and the tax payers pick of the tab for excessive overtime.So by not promoting me, the Dept. hurts the other hard working Paramedics that are after me. What a SHAME !! In a department where there is suppose to be diversity, the fact is, there are only 2 black paramedic supervisors on the entire Chicago Fire Dept.(EMS)There has been only 2 Black Supervisors promoted in the past 17years, one in 1988 and then in 2000. 1 black paramedic exempt rank (Chief). After 24 years of dedicated service,this is how you are rewarded.

Greg might want to waste his time telling his story to the Trib or Times, it might get them to use him as an example of how this city's government 'works' for citizens not connected and clouted up, but the attention would be short-lived and the backlash would last a long time. Better for Greg to lay out what he knows to Ben or Mick, let them write a blast on it, leaving out any info that could hurt Greg. The trickbags at the Trib and Times will sell him out for a nickel.

Training and preparation are needed, the machine spends millions of dollars in hiring crooked lawyers to knock people off the ballot. Individual interested in running should start canvassing 2+ years before the election. get to know your area. join school councils, go to caps,and other community meetings. Don't be a passive observer, get involved in your community.

Please don't live in fear, but don't be foolhardy either. Try to align yourself with like minded individuals. Start building a political base slowly,then make alliances with other progressive groups with the same goals. Don't trust established Politicans or Community organizations. Set realistic goals, develop yourself ,and other for the battle,with the machine.

Here it is: "Chris Lawrence October 3rd - 6:41 p.m. I am heading up a Public Policy Caucus that is focused on Ballot Access issues, and we will be informing every candidate who summits a D-1 with the intent to run for Alderman in the city of Chicago in 2010 that is exactly that - a detailed guide, and legal assistance, on the steps to ensure they can gain access to the ballot without being tripped up with some arcane loop hole. There is a time and place for publicity toward that effort, and we will publicize those efforts when the time is right. I personally am circulating petitions for truly independent candidates who merit the support in running for public office, like Mark Pera who is attempting to unseat one of the most blatantly undemocratic ascensions to our US congress, the incumbent candidate Dan Lipinski. I would hope that several of the readers would select one of several candidates attempting to run for office who merit support and circulate petitions for them. (The other day I met Frank Coconate circulating petitions in my neighborhood for a candidate and signed) The Supreme Court today heard arguments on an interesting case dealing with the NY State party's selection of judicial candidates that deals with many of the same issues as the ballot access issues that Mr. Joravsky wrote about in the recent city elections. I still strongly believe that reactivation of the Neighborhood Capitol Budget Group, if nothing else to document the many abuses of TIF districts, is needed in this city. If Hugh is correct, a collective effort that documented and challenged those TIF districts that are not being retired in court would need a group like that. I do fear that the opposition that exists in this city to the unaccountable, dishonest, and corrupt democratic machine is unwilling to organize and challenge them." Good advice from both of you guys. Flood the ballot with independent, honest candidates, so many that no number of machine shills can dilute the votes of the dissatisfied.

I didn't call you a coward,my comment was meant to the response made to greg. I am not advocating useless political suicide, OR Don Quixote fighting with windmills. Just about everyone whom opposes Daley, is stuck in the shadows,afraid of the light, even individuals whom are not public employees. The opposition against DALEY is fragmented and disorganized. Someone or somebodies must stand up to this tyranny and motivate the masses,to vote and protest.Revolutions are won by the masses not revolutionaries. 10-20 GOOD MEN/WOMEN TAKE A STAND. NO TAXATION WITHOUT REPRESENTATION. The goal is to restore good honest government. One could be Liberal or Conservative,it doesn't matter. The goal is to end corruption and give government back to the people.

All that protesting will get you is more lies, more excuses, more blaming-the-other-party/guy/etc., more calls for tax increases, more bullshit. Granted, protests MAY inspire many to think about: REGISTERING TO VOTE VOTING IN EVERY ELECTION HAVING NO DOUBTS and VOTING INCUMBENTS OUT Combine the above with strong efforts to get many independent candidates onto the ballot, candidates running for EVERY ELECTED OFFICE, be it: EXECUTIVE BRANCH LEGISLATIVE BRANCH JUDICIAL BRANCH At EVERY available opportunity, vote to NOT RETAIN any incumbent up for retention. Cast your votes with the goal in mind of breaking up the incestuous webs of insider politics. Your RIGHT TO VOTE, and the immense power and responsibility inherent in same, is MORE than sufficient to compel the changes so sorely needed. It just takes getting off your ass and doing it. The nature of the leadership necessary is that of each individual citizen realizing and embracing their own responsibility to participate. Since the two dominant political parties have failed to produce honest candidates, the only effective recourse that citizens have is to essentially disregard the traditional and intuitive voting FOR a specific candidate, and focus on voting AGAINST INCUMBENTS, in as effective a way as possible. A few rules-of-thumb: If there are only 3 candidates running for any given office, 1 Dumbocrat, 1 Retardican and a challenger from neither major party, VOTE FOR THE CHALLENGER from neither major party. If the choice is only between an incumbent, from whatever major party, and a challenger, VOTE FOR THE CHALLENGER. If there are more than 3 candidates, then vote according to ballot position, as in: If the INCUMBENT is listed FIRST, then vote for the CHALLENGER who is listed LAST or If the INCUMBENT is NOT LISTED FIRST, then vote for the CHALLENGER who IS LISTED FIRST thus, concentrating the most votes for a single challenger in that contest. Make whatever exceptions to voting out incumbents you wish to, it's your vote and you have the absolute right to cast it for whomever you choose, but remember, the INCUMBENTS are responsible for the shit we're in now.

Chapman got a .22-caliber revolver and they waited. Soon afterward, a man crashed through the ceiling into the dining hall of First Church of Love and Faith. "He lunged at me and I was in fear of my life," said Hall, who fired two shots at the intruder. "He still lunged at me after being shot. Then he sat down on the floor. "I grabbed a big stick we use for protection because I didn't want to shoot him any more." The wounded man, Richard Johnson, 39, of the 8200 block of South Wolcott, was charged with burglary. He was in fair condition at Cook County Hospital with a chest wound. "It was very, very scary," said Hall, 63, pastor of the church at 2140 W. 79th. He said the church complex has been burglarized five times in 13 years. Hall said he and Chapman were in the dining building across the street from the church when the incident occurred about 8 p.m. Wednesday. Hall, a former Army military policeman, said the handgun had "been laying around here for 14 or 15 years and had never been used." Not to give too much credit to these lawyer's councils & associations, (after all, 'lawyer' is often an alternative way to spell 'liar'), but, this is yet another reason to vote to NOT RETAIN many of the sitting judges, when they come up for retention. As in, how many sitting judges could be considered 'unqualified', based on their actions and decisions in real, live cases? This subject also brings up the question: Who are these lawyers sitting in judgment over those who would seek to be judges? And how many of those running for judgeships, and rated as 'unqualified', are slated by the Dumbocratic or Retardican political machines? Or do these 'lawyerly councils' & 'lawyer associations' rate primarily independent candidates for judgeships as 'unqualified'? And what, exactly, are the standards these 'councils' use, to determine that a candidate for a judgeship is 'qualified'? Or do the lawyers think that the answer to the last question would be beyond the common man or woman's capacity to comprehend?

Mctigue was harrassed and abused by The media as well as DALEY.How can people find the truth when pro-Daley media personalities like Fran Spielman are always creating spin to protect DALEY and his corruption? Even when you find a honest judge,their decision will be overturned by an Appeals court. Please check out the Snitcher case,and the lincoln park porch collapse,where 13 people died. The Machine is stronger under DALEY JR than it was under his father.
