The civil rights mayor strikes again

Posted by Ben Joravsky on Tue, Sep 18, 2007 at 7:01 PM

As a child of the 60s, Mayor Daley had plenty of opportunities to join the civil rights movement.

Born in 1942, he could have been a Freedom Rider, fighting to desegregate interstate bus service in the south. Or he could have been an activist, fighting to register black residents in Mississippi during the Freedom Summer of 1964.

Closer to home, he could have locked arms with Dr. Martin Luther King Jr., as he marched for open housing through mobs of rock-throwing thugs in 1966.

But, no, Daley stayed out of all the great civil rights struggles of his youth. His one great contribution to black empowerment came in 1983, when he challenged Mayor Jane Byrne, siphoning off just enough white votes to enable Harold Washington to win the Democratic primary. Of course, Washington would have had an easier time of things in the subsequent general election against Republican Bernard Epton had Daley come out strong for his Democratic colleague. But after quietly attending a postprimary "unity breakfast" with Washington, Daley essentially hid under the table for the election, not wanting to offend white or black voting blocs. And he pretty much remained under the table until he ran for mayor in 1989, two years after Washington had died and his movement had splintered.

So I find it sort of curious that at this relatively late stage in his life Daley has become something of a civil rights crusader. The first sign came last September, when he gathered his favorite preachers and aldermen for a rally in Roseland against the big-box living-wage ordinance. According to Daley, if Target and Wal-Mart had to pay their workers a livable wage, they wouldn't come to black neighborhoods -- and that would be unfair to black residents.

His rally worked. Three aldermen -- including one black and two Hispanics -- flip-flopped and voted to sustain his veto, thus killing the big-box wage hike. Lost in the hype was the fact that on the same day as the Roseland rally, the Community Development Commission, a mayorally appointed board, unanimously approved the LaSalle Central Tax Increment Financing District, which will divert over $1 billion from the schools, parks, and county for the next 23 years. So downtown developers get access to hundreds of millions of tax dollars, and south-siders get a cap on already low-paying big box jobs. Power to the people, Mr. Mayor, right on.

Now the mayor's playing the race card against downtown high-rise residents -- most of them white and well-to-do -- who don't want the Children's Museum coming to Grant Park. According to Daley, those opposed to the move really want to keep black and Hispanic children out of their community.

Now, I'm not saying those in opposition are angels when it comes to integration. But for the last several months they've been badgering me to write stories about their opposition to the museum. And after hours of conversation with them,  I can tell you that racial concerns are the last things on their mind. They're up in arms about all the usual NIMBY issues of congestion, traffic, and loss of public space.

In any case, Daley's eagerness to stick the museum in the park is not about providing opportunity for disadvantaged minorities to begin with. It's about pleasing the museum's well-connected board members and finding a way to bring more cars to the underused Millennium Park parking garage.

Though it is sort of funny to think of Daley as a champion of civil rights with the second installment tax bills about to make it difficult for many south- and west-siders to hold on to their homes.

Will Daley's tactic work this time? I doubt it. I can't see the council voting against local alderman Brendan Reilly (42nd) on a zoning issue. But at least the aldermanic debate will be an entertaining diversion from those tax bills.

Daley is a racist. But he is smart enough not to use certain words or be too blatant. He is brilliant at divide and conquer and using race. He buys people off, pits them against each other. Daley also did the same thing to Italians and Poles. Daley needs to share at least superficially with the Blacks because they are so big. He controls the Hispanics and gave some jobs and let lowlife gangbangers control the political situation. He is pushing Blacks out of the city with high house prices, high property taxes for Middle Class Blacks and the tearing down of Public Housing for the poor--even a blind pro-Daley fool (that may be redundant) can see that. There is a lot more here. But there is no doubt that Richie Daley is a racist. Always has been, always will be.

Daley never supported Washington and even supported a third party (the Chicago First) with Tommy Hynes (father of the qualified Dan Hynes the Comptroller) and also worked with State Senator Jeremiah "the big potato" Joyce when he was trying to become a Republican and wanted to run for Mayor as a Republican. Daley worked with Eddie Vrdolyak to stop Washington at every turn. Daley puppet alderman Pat Huels (the one hanging around with Fred Roti and getting 1 million in no interest no payback loans from Mike Tadin) was part of the Vrdolyak 29. So was Daley's cousin the 18th ward Dem Committeeman.

The Hamburgs exist today, and have become police Commanders,States Attorneys, and Bridgeport land developers. Daley has implemented ethnic cleasing without firing a shot, how amazing.

If there are 2 or more challengers, then: If the INCUMBENT is listed first, vote for the CHALLENGER who is listed LAST. or If the INCUMBENT is NOT listed first, then vote for the CHALLENGER who IS LISTED FIRST. Commit yourself to voting out practically all incumbents, break up the incestuous webs of corrupted power, take the authority to tax from these crooks, and see what happens. When we were vacationing with him last month in Paris, we told him all about our plan for the children's mueseum and since we give a LOT of money to Richie, we should get what we want. How come Alderman Reilly wasn't in Paris with us?! He was probably wasting his time at some community meeting listening to the residents who probably don't donate any money to Richie. $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$

Ben, your following comment is half wrong. "Will Daley's tactic work this time? I doubt it. I can't see the council voting against local alderman Brendan Reilly (42nd) on a zoning issue. But at least the aldermanic debate will be an entertaining diversion from those tax bills." If you think Daley is gonna lose this you are drinking the same Kool Aid Dick Simpson and Laura Washington partake in when they talk about the mythical anti Daley coalition. However, watching it is going to be fun. I just looked over the 50 aldermen and my take is Daley gets all but possibly 3 white alderbeasts to vote with him. Reilly, Fioretti, and maybe Mr Fois Gras Moore may vote agin' him. Throw in the machine black and hispanic aldermen and we are likely in the 40's for pro Daley votes. Perhaps I am wrong. I doubt it.

The ongoing pieces that Joravsky and Dumke write are interesting thought-provoking---but too bad the comments on this board never come close to matching their level of intellect and civilized discourse. This board is crying out for a good moderator. Talk to Zorn at the Trib and get a few tips on how to moderate a board.

It's funny that you people accuse Daley of ethnic cleansing when he clearly isn't doing that one bit. You complained about the high-rises and the lack of opportunity they afforded their residents. So, Daley sets out to tear them down. Yes, no more high-rises and new homes for a lot of people. Condos? Yes, but only a 1/3. Another 1/3 goes for affordable housing, which is a set-aside to allow for people to actually own a home with the help of subsidies. The last 1/3 is set aside for PUBLIC HOUSING. YES, THE FREE KIND. THE KIND THAT HOUSED the people who lived in the high-rises. So what you have here is a redevelopment plan that addresses the problem. Will it work? The jury is still out. But, come on people, are you that blind to see that part of the problem with gangs, crime and the like was because of the fact that you had high concentrations of dirt-poor people living on top of one another? If Daley were a racist, he wouldn't allow for programs like the Resurrection Project to help put Hispanics in homes. If Daley were a racist, he wouldn't have fought to get the big boxes into underserved areas. People in this city complain about everything Daley does and it is downright sick. If you'd like to bring up the Hamburgs, why not bring up the Panthers? I mean, wasn't Congressman Bobby Rush a card-carrying member of that organization? You people are all full of hot air and nothing more. I grew up in this city and I'm happy to say that I appreciate the changes taking place. On the one hand, you say you want new development, but when it impedes on your own comfort level, you're out there blowing your racism horn. Get a clue.

We can always count on Ben "One TIF Pony" Javorsky to somehow, someway find a way to inject TIF's into EVERY article he writes. He must be from the Bob Greene/Baby Richard School of Beating a Dead Horse Journalism. Anyway, I say if the rich high rise residents want the park to be free and forever clear, then do not allow the CCM to build (underground mind you), but also do away with the tennis courts, playground and fieldhouse, all of which is basically their private country club and just make the area one big lawn, free and clear.

Tim1959, thanks for helping illustrate my point about the disappointingly low level of discourse on this board. I have said absolutely nothing pro- or anti-Daley, yet because I express a general, apolitical disappointment with the quality of the reader posts, I am immediately villified by you as some sort of Daley political acolyte. It's sad that you don't see your own flawed logic. Playground rhetorical tactics like yours cheapen our civic discourse and ultimately only make it more difficult for the mayor's critics to be heard and make a cogent and compelling case. They have to be lumped in with the likes of you.

PTP, I don't claim to be highly intelligent. Do you? And yes, I'll contribute something worthwhile when I think I have something worthwhile to contribute, unlike many of those posting here, who appear to post merely to attack others and/or get off on seeing their words posted in a public forum. In all this my main criticism remains with whoever at The Reader is moderating this board. That person, in my opinion, is not doing a good job. The moderation is so loose or even non-existent, a reader starts off by reading an intelligent, interesting post by Joravsky and/or Dumke, but then is dragged down with a comment board that contains little more than nyah, nyah, nyah at best---and complete incoherence at worst.

So, do we all hold our breaths, anxiously awaiting your brilliant observations? As in your desire for 'moderation', to contain and limit the 'non-existent' censoring of those comments YOU deem to be of no value? If you haven't the patience or tolerance or appreciation for opinions radically outside of your high standards, if you don't HAVE an opinion, to express and share, that rises to the level of intelligent discourse you have decided merits your attention, then I suggest you don't comment until you do. We've had quite enough requests for censorship, from the various clout monkeys touting for daley and his ilk, to last us awhile. Your request for censorship, based on your definition of intelligent content, is still a request for censorship. What we need is less censorship, not more. The meager efforts needed, to ignore those comments you find of little to not use, are better made, than to encourage censorship of comments, for whatever reasons.

What we really need is a new, political disorder. A political environment where ANYONE can run for office, preferably WITHOUT political connections, WITHOUT the taint of political experience, but WITH the character, personality and will to SERVE the public's interests, ALL of the public's interests, and NONE of the interests of the greedy fucks who infest our society. Incest politics is the root cause of our problems. Variety is not only the spice of life, it's the guarantee of honest government.

Don't flatter yourself, Tim, by claiming that you've 'attempted' to "...engage some of the folks here in a mutually respectful, productive conversation...", you have yet to do so. You've posted 5 comments, all complaining about your perception of the lack of intelligent content in the comments of others, all calling for censorship of the comments of others, all bereft of any other thoughts, ideas, opinions or subject matter, other than blanket criticism of others' contributions. Period. Your criticism is more appropriately directed at yourself. Had you posted, in addition to your one note complaint, anything, anything at all, you might have had a chance at persuading some of the 'need' for Zorn-like censorship. As it stands, the only thing your posts have shown is that you have nothing to contribute, no interest in "...a mutually respectful, productive conversation...", and no capacity for same. Bye-Bye.
