That's the Reader's own Mick Dumke to whom Mayor Daley seems to be making a point by describing putting, well, a hypothetical cap in Dumke's ass.

I mean, not exactly—"if I put this up your... heh... your butt... heh... you'll find out how effective it is... if we put a round up your... you know"—but he's known for his infelicity with words.
