Mayor Daley to admit everything, nothing about the parking meters:
"I'll be the first to admit that we totally screwed up the way it was implemented. I want us to do better — and we will"

"After falling on his sword in the bluntest of terms, the mayor will defend the deal as 'financially responsible' and argue that, without it, 'we'd be forced to consider raising new revenues and cutting services this year.'"
In other words, it's simultaneously news and not news at all.

Nothing new. We (not I) screwed up. We were justified. Story becomes old news. Everyone (except Joravsky and Dumke) forgets. The only way things might ever change will be with pictures and videos of Daley with his hand in the till and even then....he'll weasel out of it or pin it on someone else.
*Changing the Subject* - This is straight out of basic PR, including finding the friendly reporter (Fran Spielman) to report it. They apologize for implementation, not how the deal was made. By appearing to be accountable for something meaningless and in the past, Daley can avoid talking about how he starves the City Council of information and the time to analyze it.
The biggest difference is that implementation can't be fixed, but how Daley treats the City Council can be greatly improved. So this isn't an apology, it's just another step in bullshitting us and continuing to steal our tax money and our right to have a city government that serves the people, instead of only enriching Daley's campaign contributors.
