"Visit the windier city"?

Am I the only person who finds this billboard kind of horrifying? 



I think I'd find it less monumentally disturbing if the street that the young and seemingly very well-dressed couple is on wasn't totally abandoned. I've done a lot of photo editing (not photography, as you can tell from the above picture), so I might be more sensitive to photo choices than most people, but it also means I'm used to choosing specific photos for specific reasons, and trying to find ones that say what higher-ups want them to say.

So I can't help but think that featuring an abandoned street in a tourist ad about a city that suffered the forced removal of most of its residents as well as great difficulties in their resettlement is, well, a socially charged design choice.  Maybe it's not meant to be, but it makes my admittedly sensitive stomach turn every time I see it.
